A Kuwaiti civil court has ordered a citizen to pay his neighbor 3,500 dinars in compensation for intentionally damaging surveillance cameras at the neighbor’s home with an iron rod. The ruling, issued in April, rested on an earlier criminal conviction that established the defendant’s guilt in the incident. Court records show video footage captured the man striking the cameras, which were mounted on the plaintiff’s property.

The defendant first denied any role when authorities investigated the complaint but later confessed after detectives presented the recording as evidence. He asserted that the cameras had been angled toward his residence, adding that he had knocked on the neighbor’s door without receiving any response before taking action. The justification formed part of his defense during both the criminal and civil proceedings according to the case summary.

Nawaf Al-Wahaib, the attorney representing the plaintiff, said the decision affirms judicial safeguards for private property rights in such disputes. “The ruling confirms that the attack on the property of others requires accountability and full compensation for the damage,” Al-Wahaib stated in comments on the verdict. He noted that the prior criminal judgment provided essential grounds for proving civil liability and securing the awarded damages.

The incident reflects recurring neighbor conflicts over home surveillance equipment across Kuwait. The Ministry of Interior stated in a July briefing that private residences face no legal requirement to display warning signs about installed cameras unlike commercial venues or government buildings. The ministry urged residents to consult official channels for accurate guidance on related regulations.

Legal analyses indicate that Kuwaiti law permits camera installation for personal security without special permits provided the devices remain within the owner’s property boundaries. However, directing lenses into adjacent homes or private spaces can trigger violations under Law 61 of 2015 according to multiple Kuwaiti legal reviews. Such breaches carry potential fines from 500 to 5,000 dinars along with possible equipment seizure.

In assessing damages the civil court factored in the proven impact on the plaintiff’s security system following the criminal finding. Similar precedents have seen courts mandate camera relocation and award compensation when privacy complaints were substantiated. The case adds to documentation of residential disputes that have increased with wider adoption of CCTV technology in Kuwaiti neighborhoods.
