A July 3, 2026, case detailed by Times Kuwait ended with a Public Authority for Civil Information employee receiving a five-year hard labor sentence and a 340-dinar fine for accepting bribes to alter expatriate addresses. The same proceedings led to three-year-and-four-month terms with hard labor for four expatriates who supplied the forged lease contracts used in the scheme.

The September 2025 operation by the Ministry of Interior’s Criminal Investigation Department targeted a network charging up to 120 dinars per fraudulent address change, the ministry said in a statement at the time. Officers seized forgery-related documents and 5,000 dinars believed to represent proceeds from the illegal transactions during the arrests. The ministry described the bust as part of a continuing drive by the Criminal Security Sector to safeguard public records from bribery and tampering.

Kuwait’s expatriate population, which Central Statistical Bureau figures place at approximately 70 percent of the total, has driven demand for accurate civil identification and address registration. Many non-Kuwaitis require valid addresses to secure employment visas, driving licenses or other official services, creating incentives for shortcuts that violate regulations. Judicial authorities have responded by treating most forgery convictions involving official documents as serious offenses under the provisions of Penal Code No. 16 of 1960.

A report published by local law firm Yumnaak in August 2026 noted that forging official documents can carry penalties of up to ten years imprisonment while private document forgery is punishable by up to three years. Technical examination by the Criminal Evidence Department, comparison of handwriting samples, witness testimony and confessions form the primary means of proving such cases in Kuwaiti courts. The reprieve issued this week stands as an exception to the pattern of imprisonment and subsequent deportation orders seen in comparable expatriate-involved matters.

The Public Authority for Civil Information has faced repeated scrutiny over the past year for vulnerabilities in its address-update procedures. In October 2025, another Criminal Court panel sentenced two authority employees and an expatriate representative to five years each with hard labor for bribery-linked forgery, according to coverage in Times Kuwait. An accountant and a company representative in the same ring received three-year terms. These repeated incidents have prompted calls for tighter digital verification safeguards across government databases.
