The United Nations General Assembly elected 15 countries to the Human Rights Council during a session on October 13, 2026 that featured uncontested candidacies across regional groups. Kuwait secured one of four Asia-Pacific seats alongside Japan, Jordan and Nepal while receiving 173 votes in the secret ballot, according to a dispatch from Xinhua. The new members, who include re-elected states such as Burundi, Ghana, Japan, Brazil and the Dominican Republic, will take their seats on January 1, 2027 for three-year terms that conclude at the end of 2029. The Geneva-based council maintains 47 seats allocated by geographical distribution with 13 reserved for the Asia-Pacific group.

Kuwait’s Ministry of Foreign Affairs issued a statement the same day expressing pride in the election outcome and describing it as evidence of international confidence in the country’s contributions at both regional and global levels. The ministry thanked supporting nations and said the result would motivate further multilateral work grounded in the UN Charter while advancing human rights without selectivity or politicisation. It added that the new term extends Kuwait’s efforts during its current 2024-2026 membership and provides an opportunity to sustain balanced engagement on council priorities.

Earlier on October 13, diplomatic attaché Omar Al-Saeed told the General Assembly’s Third Committee that Kuwait’s re-election bid reflected its commitment to an active, responsible and constructive role on the council. Al-Saeed noted that the candidacy built upon initiatives taken during the present term and sought to strengthen cooperation among member states toward the body’s objectives. He reaffirmed Kuwait’s support for the council’s mechanisms and insisted that its work must rest on universality, objectivity and non-selectivity while remaining free of politicisation and double standards to preserve credibility.

A note verbale submitted by Kuwait’s permanent mission to the United Nations on September 15, 2026 had formally presented the country’s candidature for the 2027-2029 period and transmitted voluntary pledges and commitments in line with General Assembly resolution 60/251. The document, catalogued as A/81/375, outlined Kuwait’s intention to participate actively in interactive dialogues and the Universal Periodic Review. Officials have highlighted the importance of improved coordination between the Human Rights Council, the General Assembly and treaty bodies while respecting distinct mandates and avoiding duplication of efforts.

The Human Rights Council serves as an intergovernmental body tasked with promoting and protecting human rights worldwide, according to information published by the Office of the High Commissioner for Human Rights. Approximately one-third of its membership rotates annually through elections that ensure equitable geographical representation across five regional groups. Kuwait’s current term on the council expires on December 31, 2026, positioning the re-election as a continuation of its recent engagement on humanitarian issues and the protection of humanitarian workers.

Al-Saeed emphasised in his Third Committee address that the promotion of human rights should be judged not merely by the volume of commitments but by their translation into tangible improvements in daily life. He expressed Kuwait’s determination to contribute to international cooperation aimed at safeguarding rights and upholding human dignity without discrimination. The diplomat’s remarks preceded the vote by hours and formed part of broader discussions on the council’s future direction and effectiveness.
