The Farwaniya Governorate Security Directorate led the operation in coordination with the Public Authority for Manpower, Kuwait Municipality, the Kuwait Fire Force, the Ministry of Electricity Water and Renewable Energy as well as the Environment Public Authority according to the Ministry of Interior. The sweep focused on residency violations alongside commercial and traffic infractions across the district. Multiple agencies combined resources to conduct inspections and enforcement actions throughout the day.
According to the Ministry of Interior 65 of those detained faced charges related to absconding or expired residency permits while seven held expired visas. One person was arrested for violating an entry ban and three others for debt-related matters. The campaign further detained one suspect in a drug case one in a theft case and one individual for intoxication.
The operation resulted in the shutdown of 43 establishments the ministry said through the Kuwait News Agency. Violations spanned labour regulations fire safety requirements electrical standards and building codes. Joint teams from the participating bodies documented the irregularities and took immediate administrative steps.
Thirty-three abandoned vehicles were impounded during the campaign while three more were seized in connection with breach-of-trust and theft investigations ministry figures show. Officers issued 44 traffic citations to drivers stopped at checkpoints. The removals cleared public spaces of derelict property and supported broader traffic management goals.

An early October campaign by the same directorate at the Friday Market in Al-Rai led to 25 arrests for absconding and 16 for expired residency permits among additional labour and commercial violations Times Kuwait reported citing the ministry. Humanitarian aid packages were distributed during that market-focused action. The latest Khaitan operation continues this sequence of coordinated enforcement.
