Kuwait Ministry Warns of Two-Month Impoundments for Delivery Riders Breaking Traffic Rules

The Ministry of Interior issued the warning after Brigadier General Ahmed Fahad Al-Azmi, head of the traffic and operations sector, convened representatives from delivery companies on the directives of First Deputy Prime Minister and Minister of Interior Sheikh Fahad Yousef Saud Al-Sabah. Director General of the General Traffic Department Brigadier General Rashid Hamoud Al-Hajri joined the session along with other senior officials to address rising concerns over non-compliant driving. The gathering underscored the need for stricter adherence to traffic laws among operators of both motorcycles and cars used in deliveries, the ministry said in a statement.

Company officials were reminded that their organizations bear responsibility for educating drivers about common violations and monitoring compliance to safeguard the riders themselves as well as other road users, according to the ministry. Field teams have already documented multiple infractions involving delivery personnel, prompting the emphasis on enforcement. The statement stressed that legal measures will apply uniformly without exception for repeated or serious breaches.

Under the new stance, motorcycles or vehicles involved in violations will be impounded for a full two months, the ministry reported. Delivery firms received a direct call to intensify internal oversight of their fleets and personnel to prevent further incidents. Ongoing field inspections and targeted campaigns will continue across key areas to maintain pressure on compliance, the ministry added.

This latest directive arrives amid a sustained crackdown on traffic offenses, with General Traffic Department figures showing 28,371 violations recorded between September 28 and October 4 along with the impoundment of 305 vehicles and 19 motorcycles. Separate emergency police operations during a similar period netted 929 additional traffic citations and the seizure of multiple wanted vehicles, according to ministry tallies. Such campaigns have also led to the arrest of hundreds of individuals on residency, security and identification charges in recent weeks.

Earlier measures have included a nationwide prohibition on delivery motorcycle operations between 11:00 am and 4:00 pm from June through August to protect workers from extreme heat, the ministry previously announced. The current push aligns with updates to the traffic law that took effect in April 2025, which raised penalties for offenses such as running red lights to as much as 150 dinars in reconciliation or court-mandated fines up to 1,000 dinars combined with possible imprisonment. These layered regulations reflect a coordinated approach to reducing accidents linked to high-volume delivery traffic in urban zones.

Public demand for rapid delivery services has grown substantially in recent years, placing added strain on road networks already challenged by high vehicle density, Central Statistical Bureau data indicates. The ministry has consistently positioned rider safety and public protection as central to its enforcement strategy through regular briefings and stakeholder engagements. Further monitoring will determine whether additional measures become necessary based on observed compliance trends.
