Kuwait Municipality removed an unauthorized diwaniya constructed near a sidewalk and public utilities in Hawally Governorate after the owner ignored prior warnings and a grace period, a municipal official reported. Mohammad Al-Jalawi, a member of the central team at the director general’s office, said inspection teams carried out the action in coordination with other government agencies as part of sustained enforcement. The removal aligns with the municipality’s ongoing “Kuwait Is More Beautiful Without Encroachments” campaign that has operated across all six governorates since June.

The municipality launched the campaign on June 22, 2026, and set a deadline of July 6 for property owners to voluntarily clear violations on state land in private and model residential areas, according to municipal statements. Teams issued warning notices during initial inspections and have since shifted to compulsory removals where compliance did not occur. Officials have coordinated operations with the Ministry of Interior and the Ministry of Public Works to execute the field plan.

Municipal monitoring previously recorded more than 10,000 violations nationwide, with a large number of owners taking steps to remove encroachments before the deadline passed, sources from the municipality indicated. Targeted structures include diwaniyas on sidewalks and public squares, concrete extensions beyond plot boundaries, illegal walls, green netting and haphazard wooden or prefabricated additions. The campaign also addresses barriers that obstruct visibility at intersections or interfere with pedestrian walkways and utility access.

Al-Jalawi praised residents who voluntarily dismantled their violations and called on remaining offenders to act before inspection teams reach their neighborhoods, he said in a statement following the latest action. He described the effort as a continuous duty to safeguard public property, maintain safety and uphold urban standards rather than a short-term initiative. The municipality has employed electronic monitoring to identify violations even in areas without prior notices.

Enforcement follows Ministerial Resolution No 172 of 2007, which regulates fencing, landscaping and the use of land surrounding homes, Kuwait Municipality officials explained. Property owners who fail to remove prohibited items such as metal fences, mesh barriers or tarpaulins face demolition by municipal crews and must cover all associated costs for equipment, transport and labor. Heavy fines apply in addition to the removal expenses.

Municipality branches have noted a surge in demand for private demolition services in recent months as residents responded to the warnings, reports from the campaign indicate. The director of the Mubarak Al-Kabeer branch, Hamoud Al-Mutairi, previously stressed that the absence of a notice does not exempt owners from penalties if violations are later confirmed. Campaigns continue to combine awareness efforts with strict application of cleanliness, construction and road occupancy regulations.
