Al-Seyassah daily reported that the Safety Department at the Kuwait Municipality branch in the Capital Governorate issued 248 safety-related warnings to owners of various properties during July. Director of the department Eng. Salah Al-Khurainj stated that the inspection team completed 30 field reports last month. The department also issued 73 safety permits along with 35 storage permits and 62 hygiene certificates for construction projects and private residences while releasing 44 bank guarantees. Al-Khurainj called on property owners to implement safety measures and adhere to municipal regulations and bylaws.
The municipality holds both the contractor and the property owner responsible to remove construction debris according to Al-Khurainj. Officials emphasised that prompt removal helps prevent penalties under existing rules. This joint accountability forms part of broader efforts to maintain safety standards at building sites across the governorate. The director’s comments came as part of a monthly update on departmental activities.
A 2023 study published in the journal Sustainable Futures examined construction and demolition waste management in Kuwait and highlighted obstacles faced by recycling processes. The assessment found that stakeholders encounter policy and infrastructure challenges that limit circular construction practices in the country. Kuwait Municipality has conducted repeated campaigns in recent years to address improper waste disposal at building sites. Earlier municipal statements had noted a fourfold increase in debris removal operations prompting renewed calls for compliance.
Similar safety enforcement occurs across other governorate branches of the Kuwait Municipality with varying numbers of warnings issued each month. In one recent period the Jahra Governorate Municipality branch issued 135 safety warnings and recorded 23 violations during inspection campaigns. These actions align with ongoing municipal priorities to reduce hazards linked to accumulated debris and unregulated construction practices. Data from the Capital Governorate reflects one component of the nationwide oversight system.
Al-Khurainj’s department focuses on field inspections that cover both commercial projects and private residences throughout the month. The released figures for July demonstrate continued activity in permit issuance alongside the warning notices.
