The Ministry of Public Works has issued a tender for the construction completion and maintenance of roads bridges rainwater drainage sewage and other services for a section of Kabad-Sulaibiya Road 604 in addition to a linked section of the Kabad-Sulaibiya Industrial Road along the 6.5 Ring Road. The project aims to upgrade infrastructure serving heavy vehicle and truck traffic in the area according to tender documents published by the Central Agency for Public Tenders. This forms part of ongoing efforts to address safety and efficiency on one of the country’s key transport routes the ministry’s procurement summary indicated.
Tender notices placed the publication date at March 28 2026 with a submission deadline of June 21 2026 and classified the opportunity as international competitive bidding. The ministry listed the work as self-financed with the full estimated value detailed in the complete bidding documents available through official channels. Central Agency for Public Tenders records show the agency conducted technical and procedural reviews of the proposal in February 2026 prior to issuance.
The Kabad-Sulaibiya route has frequently been referred to in local media as the road of death due to a high number of fatal accidents recorded there in recent years largely attributed to heavy traffic volumes. A Times Kuwait report from February 2026 noted that the upgrade will enhance traffic flow strengthen road safety standards and support national plans for the road network. The ministry’s annual plan for the fiscal year included this project among 17 major road and transport initiatives each valued above 75,000 dinars according to a ministry overview published in November 2025.
Earlier consultancy contracts for road network maintenance in the Kabad area date back to 2016 when the Central Tenders Committee selected the Kuwait Technical Consulting Bureau for study design and supervision work. That selection followed evaluation of eight consultancies with the local firm achieving the highest combined technical and financial score a committee announcement at the time showed. Subsequent bids for construction packages in the broader Kabad to Al-Salmi corridor attracted international consortia with offers ranging from 248 million to 280 million dollars according to 2016 tender outcomes.
The current tender continues a pattern of substantial road maintenance investment that included 18 contracts worth 400 million dinars signed in October 2024 for comprehensive repairs across all governorates. Those agreements covered internal roads highways rainwater networks and street lighting with 10-year warranties on foundation layers the Public Authority for Roads and Land Transport reported at the time of signing. The Kabad-Sulaibiya works align with that wider program by targeting both primary routes and supporting industrial links the ministry’s planning documents state.
Implementation of the selected bid is expected to incorporate integrated stormwater drainage solutions to meet regulatory engineering requirements a Central Agency for Public Tenders assessment found. The project will serve industrial and agricultural zones that generate significant daily vehicle movements according to the tender summary. Bidders must register on the designated platform to obtain full eligibility criteria and technical specifications the notice concluded.
