Kuwait’s Misdemeanor Court on July 27 fined four government employees two of them Kuwaiti nationals and two Egyptian amounts ranging from KD5000 to KD20000 while ordering their dismissal after finding that negligence in contract oversight had caused damages exceeding KD383000 to public funds. The ruling determined that the defendants failed to verify the feasibility of the contracts monitor their implementation or ensure full compliance with clauses and purchase orders. In addition the court noted that the group neglected to properly review agreements with companies or take measures to activate and follow up on contractual obligations resulting in the loss.

The verdict which did not name the specific government institution involved requires the immediate removal of all four from their positions in public service. The court’s decision came after review of evidence showing how the lapses in oversight directly contributed to the financial shortfall. Judicial records show that combined penalties of fines and termination have appeared in other similar misdemeanor cases concerning public money.

According to the Public Prosecution’s 2025 report the number of cases increased by 7.6 percent to reach 49763 with convictions issued in the majority of matters brought before the courts. Official statistics indicate that 107 embezzlement cases involving public funds were recorded between January and June of 2025. The data comes from compilations by judicial authorities tracking financial accountability files.

The Misdemeanor Court focused its examination on the employees’ responsibility for contract management within the institution. Evidence presented showed deficiencies in both the initial assessment of contract viability and ongoing supervision. The judgment specified that these shortcomings occurred in relation to multiple agreements and purchase orders.

Public fund protection remains a priority for Kuwaiti judicial bodies which have handled a variety of related matters in recent sessions. The inclusion of both national and expatriate staff in the July 27 ruling demonstrates the uniform application of rules regardless of nationality. No information has surfaced regarding any appeal filed against the decision.

The total damage figure cited in the case stands at more than KD383000 for which the four were held collectively responsible. Each defendant faces individual fines within the stated range as determined by the court. The dismissal order applies to their government roles effective from the date of the ruling.
