Health Ministry Enforces New Unified Dress Code in Kuwait Healthcare Facilities

The Ministry of Health has outlined multiple goals for the new dress code that took effect this week. The regulations seek to strengthen the professional identity of healthcare workers, standardize their attire by job category and make it easier for patients to identify different members of the medical team. In addition the code aims to reinforce discipline within institutions, improve the work environment and elevate the quality of services provided while taking into account public decency and the diversity of Kuwaiti society, according to a ministry statement. The ministerial decision issued by Health Minister Dr. Ahmed Al-Awadhi on Jan. 21 requires employees to display official identification badges throughout their shifts. All staff must uphold high standards of personal hygiene and ensure any tattoos remain fully covered while on duty or on call. The rules further stipulate that clothing should remain clean, tidy, modest and suited to the demands of the workplace.

Items explicitly banned under the new policy include clothing featuring inappropriate slogans or advertisements as well as sportswear, shorts, ripped garments, sports caps and any outfits that fall above the knee, the ministry said. Footwear must consist of clean formal shoes or single-color athletic shoes free of bright hues or large logos. The decision introduces standardized uniforms including three variations of clinical scrubs for men, women and Islamic women’s styles together with specialized outfits for nurses, emergency personnel and engineering staff.

Failure to adhere to these standards constitutes a workplace violation that may trigger disciplinary or legal proceedings under relevant laws, the ministry warned. The enforcement of the dress code forms part of wider initiatives to professionalize the sector and create a more patient-centered healthcare system. The move arrives six months after the original decree to allow facilities time to prepare.

World Health Organization figures show Kuwait maintains 29.7 doctors and 67.1 nursing personnel per 10,000 residents, indicating the substantial number of workers now subject to the standardized appearance rules. A MarkNtel Advisors assessment projected the national healthcare market to expand from $7.23 billion in 2026 to $12.24 billion by 2032, a trajectory that places added emphasis on professional standards to sustain user trust. The dress code aligns with the ministry’s ongoing drive to elevate overall service delivery.

Separately the Ministry of Health announced that scholarship registration for paramedical, pharmacist and administrative positions opened on July 26 and will run through Aug. 2 across more than 20 specializations. The program targets development of specialized talent to support the expanding health infrastructure. Candidates should submit applications via the designated government portal, the ministry stated.
