All 55 UEFA member associations unanimously endorsed a boycott of FIFA competitions during an emergency meeting on Thursday in Nyon, according to a statement from the European governing body. The associations committed to withholding their national teams from any FIFA events while the controversial proposal remains under consideration. UEFA further demanded that the plan be dropped entirely with legally binding guarantees that the organization’s competitions and governance structures would never again be opened to private ownership.

The European body said the proposal was conceived in secret and advanced toward approval without meaningful consultation. This approach amounted to a profound failure of leadership and an abdication of FIFA’s responsibilities as custodian of the global game, UEFA added.

The dispute revolves around FIFA’s plan to create a commercial subsidiary called FIFA Forward Enterprise that would manage the World Cup and other tournaments. FIFA indicated earlier this week that the new entity would stay under majority ownership and control of the world governing body while allowing external investors to take only minority stakes. Those investors would hold no influence over sporting decisions or governance matters, according to FIFA’s outline of the structure.

FIFA has maintained that the arrangement would generate extra resources for its 211 member associations through expanded development programs, a FIFA assessment found. Any final decision on the subsidiary would require approval from a majority of those members at a future congress, the organization noted. The European boycott threat marks a sharp escalation in longstanding tensions between UEFA and FIFA over control of the sport’s premier competition and its multibillion-dollar revenue streams.

The 2022 World Cup in Qatar generated more than $7.5 billion in revenue for FIFA, according to the organization’s official financial reports, underscoring the commercial value at stake in the current debate. Past clashes between the two bodies have included disagreements over the international match calendar and proposals for an expanded Club World Cup, a review of FIFA records shows. Industry analysts project that private investment could further inflate the World Cup’s valuation beyond current levels if the plan advances.
