The Directorate General of Civil Aviation organized its fourth air traffic monitoring forum on October 20, 2026, coinciding with the International Day of the Air Traffic Controller and including participation by the British company NATS. The authority said the gathering aimed to exchange experiences, reinforce cooperation and raise the efficiency of air navigation services across Kuwait while contributing to the development of the civil aviation sector according to international best practices. According to the DGCA announcement, the event directly supports efforts to strengthen airspace safety amid ongoing regional dynamics.

The DGCA has maintained a National Aviation Safety Plan for the period 2023 to 2025 that sets seven strategic goals to improve oversight and address emerging risks such as unmanned aerial vehicles operating near aerodromes. A DGCA assessment found that Kuwait’s effective implementation index for safety oversight exceeds 92 percent in operational areas, surpassing both global benchmarks and regional averages. The plan emphasizes proactive data collection to identify and mitigate potential safety and security issues with aviation impact.

In a related security development, the Kuwaiti government signed a contract in mid-October 2026 with Australian defense contractor Electro Optic Systems and its subsidiary MARSS to establish the Nation Shield system as the first nationwide drone defense dome in the Gulf. The authority indicated that the network integrates radar, sonar and electro-optical sensors with kinetic and electromagnetic weapons to counter aerial, land and maritime unmanned threats. This initiative forms part of heightened precautions following multiple drone and missile incidents affecting Kuwaiti territory earlier in 2026.

Kuwait reopened its airspace to international overflights on October 22, 2026, through a notice to airmen requiring a minimum altitude of flight level 280 to maintain separation from lower-altitude military operations. The DGCA stated that the change restores a key Europe-Gulf-Asia transit corridor while requiring airlines to adjust fuel loads and schedules accordingly. European safety regulators have issued varied guidance on the route, reflecting differing evaluations of current risks.

The Directorate General of Civil Aviation continues coordination with GCC counterparts on unified standards, including a 2024 agreement with the UAE that permits security personnel aboard civilian flights between the countries. Sheikh Humoud Mubarak Al-Humoud Al-Sabah, who heads the DGCA, noted during recent meetings that such collaboration deepens integration in safety, security and digital systems across the bloc. The authority has received ICAO recognition for exceeding standards in civil aviation security oversight following periodic audits of airport facilities and procedures.

Ongoing regulatory circulars from the DGCA update Kuwait Civil Aviation Safety Regulations to incorporate ICAO standards on security program implementation and risk management. The authority requires continued surveillance, audits and certification of all aviation operators, service providers and training centers to ensure sustained compliance. These steps build on earlier measures that tightened cargo and airport screening in response to regional instability.
