The Kuwait News Agency reported that His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah received First Deputy Prime Minister and Minister of Interior Sheikh Fahad Yousef Saud Al-Sabah on Sunday in Kuwait City. Sheikh Fahad Yousef Saud Al-Sabah presented the two newly appointed assistant undersecretaries to the Amir during the audience. Major General Hamad Ahmad Al-Munaifi was introduced in his capacity as Assistant Undersecretary for Public Security Affairs while Major General Fawaz Nasser Al-Roumi took on the presentation for his role as Assistant Undersecretary for Supporting Security Services Affairs. The meetings marked the first formal introduction of the officials to the country’s highest leadership following their assumption of the posts.

According to the same agency, the Crown Prince Sheikh Sabah Khaled Al-Hamad Al-Sabah held a parallel reception with the minister and the two major generals later on the same day. Sheikh Fahad Yousef Saud Al-Sabah repeated the presentation of Major General Hamad Ahmad Al-Munaifi and Major General Fawaz Nasser Al-Roumi to the Crown Prince. The protocol reflects standard procedure for senior security appointments in the country as documented in prior KUNA reports on similar occasions.

KUNA had earlier detailed how the appointments originated from Amiri decrees issued on August 2, 2026. First Deputy Prime Minister and Minister of Interior Sheikh Fahad Yousef Saud Al-Sabah then issued ministerial decisions on August 3 formalizing the roles and promoting Major General Fawaz Nasser Al-Roumi to his current rank. The ministry stated that the changes were designed to strengthen the leadership structure within the interior portfolio. Sheikh Fahad Yousef Saud Al-Sabah personally oversaw a ceremony marking the appointments where he addressed the new officials directly.

In that August ceremony, the minister congratulated Major General Hamad Ahmad Al-Munaifi and Major General Fawaz Nasser Al-Roumi on the trust placed in them by the political leadership, KUNA reported. He expressed hopes for their success in executing their duties and noted that such appointments recognize national competencies while motivating other security personnel to strive for excellence. The minister called for greater teamwork and coordination across all ministry sectors to elevate institutional performance in line with the leadership’s vision. He added that these steps would help reinforce the national security system and sustain the country’s stability.

The assistant undersecretaries will now lead key pillars of the interior ministry’s operations, according to the framework outlined by the minister in his August remarks. Public security affairs under Major General Hamad Ahmad Al-Munaifi will focus on core policing and order maintenance functions while supporting security services under Major General Fawaz Nasser Al-Roumi will handle essential backend and auxiliary capabilities. The division of responsibilities allows for specialized attention to each domain as the ministry pursues ongoing development goals. This structure has been a consistent feature of Kuwait’s security administration for years, the agency coverage indicated.
