United Nations documentation establishes that Resolution 2817 was adopted on March 11 after sponsorship by Bahrain for the Gulf Cooperation Council states and Jordan. The measure secured approval from 13 council members with Russia and China abstaining while drawing 135 co-sponsors, the highest total ever recorded for a Security Council resolution. It condemns Iran’s attacks on multiple Gulf countries including Kuwait and determines that such acts breach international law while threatening international peace and security. The resolution additionally demands that Iran cease its strikes immediately and observe all relevant legal obligations, a Security Council Report indicated.
The Cabinet expressed strong denunciation of ongoing attacks directed at the Consulate General of Kuwait in Basra, Iraq, the Kuwait News Agency reported from the meeting. Ministers urged the Iraqi government to meet its responsibilities under the 1963 Vienna Convention on Consular Relations by pursuing decisive steps to hold perpetrators accountable. The Cabinet extended its condemnation to Iranian-linked attacks that have affected Saudi Arabia, the United Arab Emirates, Bahrain, Oman, Qatar and Jordan. These have included missile strikes on Saudi territory along with hostile actions against Saudi and Emirati tankers in the Strait of Hormuz. Such operations present a direct threat to global energy supplies and safe maritime navigation, according to the Cabinet statement. The government voiced its full support for regional allies confronting these shared challenges.
