The Cabinet strongly condemned Iranian missile and drone strikes that hit electricity generation units, water desalination plants, oil sector sites and other vital installations during its weekly meeting chaired by Prime Minister Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah. According to the Cabinet, the attacks caused fires, damaged critical infrastructure, civilian facilities and residential buildings while representing a blatant violation of Kuwait’s sovereignty, territorial integrity and security. The ministers described the actions as a serious breach of international law, international humanitarian law, the UN Charter and UN Security Council Resolution 2817 (2026). They further stressed that the repeated targeting reflected a systematic aggressive approach threatening regional stability.
The General Staff of the Kuwaiti Army announced that air defense systems were intercepting hostile missile and drone attacks on July 21, 2026. A military statement explained that sounds of explosions heard by the public resulted from these defensive interceptions rather than direct impacts. The General Staff urged citizens and residents to follow all security and safety instructions from relevant authorities as the strikes entered a fourth consecutive day. Defense Minister Sheikh Abdullah Ali Abdullah Al-Salem Al-Sabah briefed the Cabinet on armed forces readiness amid the developments.
The Ministry of Electricity, Water and Renewable Energy reported that several power generation and water desalination facilities came under attack on July 20, 2026. Ministry officials stated that the strikes sparked fires at multiple sites yet emergency teams working with the Kuwait Fire Force and security authorities brought the blazes under control. Damage assessments have been completed with repair plans now in preparation, the ministry added, while several generation units were taken offline temporarily to protect equipment and maintain network stability. Updates on the situation will continue through the ministry’s official channels.
The Cabinet held Iran fully responsible both legally and morally for the continued attacks and their consequences. In its statement the Cabinet affirmed Kuwait’s right to take all necessary measures to defend its sovereignty, protect its territory and safeguard vital facilities in line with Article 51 of the UN Charter and international law. Foreign Minister Sheikh Jarrah Jaber Al-Ahmad Al-Sabah updated the meeting on diplomatic efforts by the Foreign Ministry and Kuwait’s missions abroad to address the aggression.
Iranian attacks on Bahrain, Qatar and Jordan also drew Cabinet condemnation alongside rejection of Houthi militia threats against Saudi Arabia and maritime navigation. The Cabinet reaffirmed Kuwait’s solidarity with the three affected countries and support for measures they have taken to protect their security and sovereignty. It reiterated that Saudi Arabia’s security forms an integral part of Kuwait’s and the wider GCC’s security according to the ministerial statement.
The Cabinet praised public cooperation with the national electricity and water conservation campaign known as Waffir. According to the Cabinet this response from citizens, residents, government institutions, the private sector and media demonstrated a strong sense of national responsibility. It urged that rational use of resources become a permanent practice to ensure sustainable delivery of essential services. The Prime Minister visited injured victims from the attacks at Al-Adan Hospital accompanied by Health Minister Dr. Ahmad Al-Awadhi and reaffirmed full government support for their medical care until recovery.
