The Ministry of Interior has directed a joint campaign that brought together security forces inspection teams and municipal staff to conduct widespread checks seal off sections of Jleeb Al-Shuyoukh and act against documented breaches of building and residency codes. First Deputy Prime Minister Sheikh Fahad Al-Yousef Al-Sabah who holds the interior portfolio has overseen the effort the ministry stated. Officials described the district as a long-standing concentration of unauthorized alterations that had developed over decades despite earlier notices.

Municipal authorities issued official warnings to multiple property owners more than two years before the current operation began according to ministry records. Some landlords and building managers continued to lease modified overcrowded units in defiance of those notices the ministry added. The warnings centered on structural safety occupancy limits and compliance with approved building plans.

The ministry’s compiled list of violations in the area included unauthorized building modifications and extensions overcrowded residential units residency law breaches harboring of absconding expatriates unlicensed commercial operations food safety infractions poor sanitation deteriorating infrastructure and related environmental issues. A building collapse within the district that caused fatalities and displaced residents accelerated the timetable for enforcement the ministry reported. That incident underscored the hazards created by aging structures that had exceeded their intended lifespan.

Sheikh Fahad Al-Yousef Al-Sabah has stressed that public safety regulations must be enforced without exception the ministry noted. The interior ministry characterized the Jleeb Al-Shuyoukh campaign as the initial phase of a national strategy to correct unsafe housing conditions wherever they appear. Procedures tested in the current operation will be applied in other governorates the ministry said.

Public Authority for Civil Information figures place Kuwait’s expatriate population above three million a demographic reality that has intensified demand for housing in districts such as Jleeb Al-Shuyoukh. Kuwait’s civil defence authority has recorded elevated safety risks in urban zones with similar overcrowding patterns according to its annual assessments. Properties that fail to meet current structural and occupancy standards must be rehabilitated reconstructed or removed the ministry reiterated.

Legal proceedings will target owners who knowingly maintain unsafe conditions for financial gain the ministry announced. The Directorate General of Municipality supplied additional inspection teams to the coordinated sweeps. The operation continues with the stated aim of restoring regulatory compliance across the affected blocks.
