The Ministry of Interior announced the arrest of the Egyptian suspect following tips about his unlicensed production activities in a residential neighborhood of Jleeb Al-Shuyoukh. Officers conducted a raid that uncovered machinery for processing tobacco along with raw materials and packaged products intended for sale. The suspect was transferred to prosecution officials together with all seized items as part of standard legal procedures.

This operation forms part of sustained campaigns against unlicensed commercial ventures operating in populated residential zones according to the ministry. Jleeb Al-Shuyoukh has seen repeated actions targeting similar illegal workshops that violate health and licensing rules the ministry noted in prior statements. Such facilities often lack basic safety standards and evade regulatory oversight.

The Ministry of Health issued a decision in August 2026 that prohibits sales of all tobacco and nicotine products to anyone under 21 years old Al-Rai daily reported. The same decision bars such products from grocery stores and areas near schools or universities. Officials described the steps as necessary to reduce youth access and limit overall consumption.

Recent figures presented at a workshop by the Kuwait Cancer Control Center place male smoking prevalence in Kuwait at 41 percent the highest rate among GCC nations. Dr. Amani Al-Bismi who heads the epidemiology unit at the center linked tobacco use to 78.8 percent of lung cancer cases among men in the Gulf. The economic impact on state resources from related illnesses has been estimated at up to 1.3 billion dollars yearly according to data cited by the Kuwait Society for Preventing Smoking and Cancer.

Investigators continue to examine potential distribution channels linked to the arrested man the Ministry of Interior stated. The case highlights ongoing coordination between security agencies and health regulators to remove non-compliant products from circulation. Authorities reaffirmed that inspection drives will persist across similar areas to enforce licensing and safety requirements.

Kuwait maintains strict controls on tobacco under its commitments to the World Health Organization framework a government review found. No domestic cultivation or manufacturing of legal tobacco occurs within the country according to official records. These measures complement public health initiatives that have sought to lower smoking rates over the past decade.
