Data from the ministry on traffic violations has shown declines of up to 83 percent in some categories after new rules took effect according to ministry statistics. Police prevention guidelines from the San Jose Police Department state that motorists should never leave a car running or with keys in the ignition even for just a minute. The department recommends rolling up windows and locking the vehicle whenever away from it.
