Minister of Health Dr. Ahmed Al-Awadhi issued the ministerial decree after specialized inspection teams identified multiple breaches of licensing conditions, professional practices and technical regulations at the targeted sites. The affected locations included one medical center, a clinic, several physiotherapy centers and a number of home healthcare companies. One medical center in Salmiya faced referral to the Medical Liability Authority for deeper investigation into the scope of the infractions uncovered during the campaign.

According to the ministry statement, inspectors determined that unlicensed individuals were delivering healthcare services at the facilities. A worker registered on his civil ID as a sales representative was treating patients, delivering medical consultations and injecting Botox and dermal fillers. A receptionist was separately found performing pre-treatment medical procedures that should have been handled by qualified professionals.

The ministry reported additional pharmaceutical violations at the inspected premises. Teams discovered unauthorized possession of medications, syringes and related materials intended for cosmetic and therapeutic uses without required approvals from the Drug Inspection Department. These items had been employed in procedures beyond the approved scope of the respective licenses.

Inspection teams from the Health Licensing Department and Drug Inspection Department collaborated with staff from the Public Authority for Manpower and the General Department of Criminal Investigation. The multi-agency operation produced a detailed assessment of staffing qualifications, operational permits and on-site inventories. Similar coordinated reviews have taken place in prior years across Kuwait’s private health sector.

Ministry of Health records show that 12 private medical facilities were closed during the first eight months of 2023 for comparable regulatory violations. A government portal noted that 33 cosmetic surgery clinics faced temporary shutdowns that same year for breaches of medical advertising rules. Further enforcement in 2024 involved the closure of six facilities and investigations into seven doctors following patient complaints.
