The Indian Embassy’s notice, as reported by Kuwait News Agency on Monday, confines consular, passport and visa operations to emergency cases only until July 9 to address administrative needs, requiring all applicants to submit supporting documents that establish the immediate nature of their requests. The Ministry of External Affairs places Kuwait’s Indian community at more than 1.03 million people as of January 2026, the largest expatriate group in the country and a population that relies heavily on these services for residency, employment and family matters. Only applications meeting the strict criteria will move forward during the limited window, with all dedicated consular application centres remaining closed for the duration.

Emergency matters eligible for processing include Tatkal passport issuance, NRI certificates, short-validity passports for holders of soon-to-expire civil IDs, emergency certificates and e-visas, according to the embassy notice. Regular passport applications, document attestations and standard visa requests will not be accepted or handled in the period, the same guidance indicated. Submissions will be restricted to the embassy’s consular wing from 9 a.m. to noon daily, where staff will verify the accompanying proof of urgency before proceeding.

Kuwait News Agency conveyed that the embassy has directed the Indian community to monitor its official website and social media platforms for any updates on the schedule or resumption of full services after the four-day restriction. The measure follows a pattern of temporary adjustments seen earlier in 2026, including revised operating hours at four consular centres after Ramadan to manage post-holiday demand. A 24-hour helpline remains available for genuine emergencies outside the standard application process.

India’s Ministry of External Affairs data from the start of the year shows the Indian expatriate population in Kuwait standing at 1,036,389 non-resident Indians plus a smaller number of persons of Indian origin, underscoring the scale of services the embassy typically provides. Many in this community work in critical sectors such as healthcare, construction and domestic support, where valid travel and identity documents are essential to maintaining legal status. Previous embassy communications have highlighted the importance of advance planning to avoid disruptions during such administrative pauses.

The embassy has consistently advised that non-urgent requests should be deferred until normal operations resume, a recommendation repeated in similar notices issued throughout the year. In March 2026 the mission outlined specific locations for its consular application centres in areas including Salmiya and Farwaniya while keeping services active under adjusted timings. This latest step aligns with efforts to balance high volumes of requests against the need for internal processing that supports long-term efficiency.
