Municipal teams have circulated awareness messages on social media that outline licensing rules, frequent violations and applicable penalties.

Municipal records show a prior inspection round in the Capital Governorate yielded 78 violations and 971 warnings during a similar compliance drive. The authority has drawn up a schedule for equivalent campaigns in all remaining governorates over the coming weeks. Coordination of the timetable rests with the Public Relations Department in partnership with relevant municipal sections.

Fines for licensing breaches typically range from 300 to 3,000 Kuwaiti dinars with possible suspension of the commercial license, an April 2026 legal update from HFW indicated. Repeat violations can trigger lengthier suspensions or outright revocation of operating permits. The municipality has stated that full regulatory adherence protects business investments and supports operational continuity.

Decree-Law No. 37 of 2026 requires complete disclosure of beneficial owners before any business license can be issued or renewed, government publications show. Related measures on economic activity and competition set penalties at one to three years imprisonment together with fines from 10,000 to 100,000 dinars or the value of any illicit gains. Obstruction of inspectors carries up to six months in prison and a 10,000-dinar fine under the same legal framework.

The Farwaniya results form part of Kuwait Municipality’s intensified inspection schedule that targets high-density commercial districts nationwide. Further field operations remain active with additional violation tallies to be released as the program proceeds through other governorates. The Public Relations Department continues to coordinate updates on campaign outcomes.
