Kuwait Manpower Authority Apprehends Doctor Over Unlicensed Home Injections

The Public Authority for Manpower detected a female general practitioner advertising injection services on social media that involved substances lacking approval from the Ministry of Health. Its Labor Inspection Department conducted monitoring and follow-up that established the procedures were taking place at the doctor’s private residence in the Al-Masayel area rather than any licensed facility. Officials moved promptly once the unauthorized activity came to light as part of routine oversight of professional practices in the labor market.

PAM secured the required approvals and coordinated with the Ministry of Interior’s Criminal Security Sector together with the Ministry of Health’s Medical Licensing and Drug Inspection departments before carrying out the apprehension. Legal and administrative measures were applied immediately after the doctor was taken into custody. The individual was subsequently referred to the competent authorities to face the resulting proceedings.

The Public Authority for Manpower said it will continue monitoring and conducting inspections in coordination with relevant government agencies to identify violators. This work targets practices that breach laws and regulations governing the labor market and professional activities. Such operations form part of broader efforts to maintain standards across medical and related services.

The case forms part of a pattern of enforcement actions taken by Kuwaiti authorities in recent weeks against unlicensed medical operations. According to the Ministry of Interior an Azerbaijani woman was arrested on August 13 for practicing medicine without a license from her residence in Jaber Al-Ahmad City where she provided consultations and prepared herbal mixtures. That operation led to the seizure of KD 11,651 in cash along with a medical bed, examination equipment, a white coat, patient records and materials used for the mixtures.

The Ministry of Interior reported that the Azerbaijani suspect admitted charging between KD 5 and KD 30 for each unauthorized consultation or examination during questioning. Her residence had been converted into a fully equipped clinic with one section dedicated to manufacturing the herbal products and their labels. The woman was referred to the relevant authorities for legal action following the raid that included female police officers.

Similar operations have targeted other instances of unqualified individuals performing cosmetic or medical procedures. The Ministry of Interior detailed the July 2025 arrest of an Egyptian veterinarian who posed as a plastic surgeon and administered injections inside an unlicensed women’s salon in Sabah Al-Salem that had been repurposed as a clinic. Authorities seized cosmetic equipment, unlicensed injection materials and a laser device while also detaining three female workers who were performing medical tasks without permits.
