The State Security Appeals Court on Tuesday upheld convictions against three Kuwaiti citizens and a Lebanese national after finding them guilty of membership in Hezbollah and providing financial support to the banned organization. Each of the four defendants received a 10-year prison sentence together with a collective fine of 6.283 million dinars in the first case. The rulings followed a full review of evidence assembled during the judicial process.

In its decision the court acquitted additional defendants charged in the same matter including a Kuwaiti woman after determining the case against them was not substantiated. The State Security Service and the Financial Intelligence Unit had conducted the underlying investigations that mapped financial flows linked to the group. Those probes formed the basis for the appeals court’s confirmation of the lower court’s verdict.

A separate case resolved on the same day resulted in a seven-year prison term and a 6-million-dinar fine for one Kuwaiti convicted of routing funds to Hezbollah through a charitable committee previously convicted in a final Cassation Court judgment. The total fines across both cases exceeded 12 million dinars or roughly 39 million U.S. dollars. The court issued all sentences after completing procedural requirements and examining the full investigative record.

Kuwait classified Hezbollah as a terrorist organization in 2016 in coordination with other GCC member states a step that has guided subsequent enforcement actions against support networks. The Financial Intelligence Unit established to track illicit finance has contributed to multiple probes of this nature in the years since its creation according to official government accounts. Its role in the current matters centered on tracing beneficiary accounts and transaction patterns.

Authorities dismantled an earlier financing ring linked to a prohibited party in 2015 in an operation that recovered suspicious shipments and led to arrests a contemporaneous report from the Kuwait News Agency detailed. That precedent has informed the legal framework applied in Tuesday’s rulings which treated membership and material support as serious state-security offenses. The latest cases demonstrate continuity in the judiciary’s approach to such threats over the past decade.

Regional diplomatic statements have repeatedly stressed the need to prevent any party from using Lebanese territory as a base for destabilizing activities. A December 2025 GCC summit communique carried by the Kuwait News Agency reaffirmed support for Lebanese sovereignty while rejecting actions that could enable terrorism or smuggling across borders. The State Security Appeals Court has adjudicated several comparable matters in 2026 including espionage files tied to the same external actors.
