The federal cabinet granted approval for the agreement during a meeting chaired by Prime Minister Shehbaz Sharif in Islamabad, the Prime Minister’s Office stated in a handout issued after the session. This ratification advances a defence partnership that has developed steadily between the two nations since the early 1980s. The pact, signed on June 11, 2023, in Kuwait, received formal endorsement from Kuwait through a decree-law issued by its Amir on July 19, 2026.
The Prime Minister’s Office noted that the agreement aims to foster closer cooperation in the defence sector while strengthening institutional links between the armed forces of both countries. Areas of collaboration include military training and education, joint exercises, logistical support, personnel exchanges and scientific research. Officials have highlighted additional fields such as defence manufacturing, electronic communication systems and cultural activities as part of the comprehensive framework.
A joint military committee will oversee implementation of the pact, according to details outlined in the ratified agreement. The committee, chaired by appointees from each defence ministry, must meet at least once a year to coordinate joint activities and review progress. It will also facilitate official visits and identify further opportunities for military collaboration between Pakistan and Kuwait.
The agreement is set to remain effective for five years and will renew automatically unless either side chooses to withdraw, the Prime Minister’s Office statement indicated. Both parties have agreed to safeguard classified military information obtained under the pact and to address any disputes solely through diplomatic consultations. These measures are designed to support sustained and trusted defence engagement.
A protocol agreement signed on August 27, 2026, by the defence ministers of both countries builds on the original framework, inter-services public relations releases from the period show. Under that protocol, Pakistan’s armed forces will provide targeted assistance to Kuwait in training, capacity building and border management. The sequential approach has enabled the two governments to expand their security partnership in a phased and mutually agreed manner.
The defence relationship between Pakistan and Kuwait has roots stretching back decades, with the current agreements formalising longstanding exchanges in training and operational cooperation, according to foreign office briefings. Kuwait published its ratification decree in the official gazette in late July, confirming the pact’s status on its side. Completion of the process by Pakistan now activates the full range of cooperative mechanisms between the two militaries.
