The strikes injured personnel from the Kuwait Land Forces the submission stated while emphasising that Kuwait maintains a position of non-involvement in regional conflicts. Kuwait has not and will not permit its territory to be used to launch attacks against any other state the letter added in a direct response to Iranian accusations.
The Ministry of Foreign Affairs stressed in the communication that the attacks form part of a pattern of aggression that began in February 2026 when initial strikes prompted an earlier condemnation and assertion of self-defence rights. Kuwait News Agency reported at the time that air defences had intercepted the first assault in line with established rules of engagement. The Kuwaiti letter demands that Iran and associated proxies immediately cease all hostile actions and comply with Security Council resolution 2817 from 2026. It further places full international responsibility for the aggression and resulting damages on the Islamic Republic including liability for material and moral compensation.
Kuwait’s emir addressed the nation in a March 2026 televised speech following earlier attacks that killed at least 12 people describing the actions as brutal and unprovoked from a neighbour previously regarded as friendly. The ruler reiterated at the time that Kuwait had repeatedly informed Iran through diplomatic channels that its land airspace and coasts were not available for any military operations against it. The Gulf Cooperation Council has joined in condemnation of the strikes on both Kuwait and Bahrain with its secretary-general warning that such actions undermine broader regional efforts to establish security and resolve ongoing crises. Kuwaiti officials have consistently framed their responses as proportionate measures grounded in international law to safeguard sovereignty and protect residents.
In its latest UN filing Kuwait underlined that it adheres strictly to principles of good-neighbourliness and has respected friendly relations with Iran despite the repeated violations. The document calls for the international community to compel an unconditional end to the cycle of attacks that has now spanned more than five months. Kuwait reserves the right to take all necessary steps to defend its territory in accordance with the UN Charter the letter concluded.
