According to the ministry the certificate serves as quick proof of legal stay and forms part of broader initiatives to digitize routine transactions across residency affairs. The update aligns with successive expansions of the Sahel platform which has progressively incorporated additional civil and residency documents throughout the past year. A February 2026 announcement from the Public Authority for Civil Information had already shifted four certificates including previous address and nationality records onto the same application.
The Sahel app developed and maintained by the Public Authority for Civil Information functions as the unified gateway for notifications transactions and personal data retrieval from multiple government entities. Users access the new certificate through dedicated sections focused on residency information where the document can be generated and stored on mobile devices. Ministry directives emphasize that the digital version carries the same legal standing as its paper counterpart for official use.
Kuwait’s digital government efforts have incorporated the Sahel platform into an increasing share of daily interactions between residents and state agencies. The Public Authority for Civil Information has reported steady growth in application adoption as new services are layered onto the existing framework. This latest addition continues a pattern of reducing physical paperwork requirements that began with earlier residency and civil identification modules.
Interior ministry officials have integrated the service into the app’s residency menu to ensure straightforward navigation for both citizens and expatriates. The platform already supports related functions such as viewing permit expiry dates and sponsor details according to its published service list.
