Minister Plenipotentiary Faisal Al-Enezi delivered Kuwait’s position to the United Nations Security Council in an emergency meeting on the Middle East situation that Bahrain had requested. The Kuwaiti Chargé d’Affaires described repeated Iranian missile and drone strikes on Kuwaiti territory, civilian facilities and vital infrastructure along with parallel attacks on Bahrain as a clear breach of state sovereignty, international law and the UN Charter. Al-Enezi placed full responsibility on Iran for the incidents that included strikes on June 28 while underscoring that Kuwait has avoided and will continue to avoid any role in military escalation and will not permit its land, airspace or waters to support hostile operations against other nations.
Hundreds of Iranian missiles and drones have targeted Kuwait since the latest round of regional tensions began, according to the statement Al-Enezi presented. Some earlier barrages produced casualties and damage to civilian sites before air defenses and armed forces vigilance succeeded in limiting further losses from the recent wave. The diplomat told the council that safeguarding citizens, residents and national territory remains Kuwait’s overriding priority amid the ongoing threats.
Al-Enezi expressed complete solidarity with Bahrain and reminded the Security Council that security for all Gulf Cooperation Council members forms an indivisible whole. An assault on any one Gulf state therefore endangers the collective stability of the region, he added in the July 3 session. The Kuwaiti representative welcomed the wave of international and regional condemnations that followed the latest Iranian actions.
Kuwait called on the council to meet its obligations by issuing a firm condemnation, halting further attacks and establishing accountability mechanisms that would deter additional violations. Failure to act could invite more breaches and place international navigation, energy supplies and global security at risk, according to the Kuwaiti statement reported by Times Kuwait. United Nations records show the council adopted Resolution 2817 in March 2026 that similarly condemned Iranian strikes against multiple Gulf nations including Bahrain, Kuwait, Oman, Qatar and Saudi Arabia.
The Iranian actions on June 28 came in retaliation for US airstrikes on Iranian targets, an Associated Press dispatch from the period indicated. Those strikes focused on US-linked installations in both Kuwait and Bahrain, Al Jazeera reporting from the time confirmed. Kuwait has nevertheless maintained its refusal to become entangled in the wider conflict while insisting on its right to defend sovereign territory.
Despite the provocations Kuwait reaffirmed its preference for diplomatic solutions and voiced support for mediation initiatives advanced by regional partners. Sustainable security across the Gulf can emerge only from dialogue and adherence to principles of sovereignty and international law, Al-Enezi stated. The address concluded that stability in the Gulf constitutes an essential element of worldwide security given its direct connection to energy markets, international trade routes and safe maritime passage.
