The decision numbered 20/108 of 2026 was signed by First Deputy Prime Minister and Minister of Interior Sheikh Fahad Yousef Saud Al-Sabah, who chairs the Supreme Committee for Kuwaiti Citizenship Verification. It was taken pursuant to Article 11 of Amiri Decree No. 15 of 1959 concerning the Kuwaiti Citizenship Law and its amendments following committee approval. The measure takes effect from the date of its publication in the Official Gazette.
Kuwait Al Youm detailed the 18 individuals whose certificates were revoked in its supplement to Issue No. 1814 dated October 29, 2026. Among those named in the committee’s decision are Dalal Munif Omar Hamdan Al-Otaibi, Hessa Alian Assi Mudhi Al-Harbi, Mastoura Dhaif Allah Mazid Jasser Al-Muqdi, Abdul Rahman Muhammad Hussein Ali Qabazard and Fahd Abdul Rahman Muhammad Hussein Ali Qabazard. The list also includes Khazna Turki Ali Al-Ghanim Al-Mutairi and Shaqha Salbi Hussein Ghanim Al-Mutairi with the complete roster of 18 provided in the official publication.
This step continues a series of citizenship reviews conducted by Kuwaiti authorities throughout the year. The National reported that six decrees had revoked the citizenship of 415 people earlier in October 2026 with one decree alone affecting 286 individuals. That account highlighted the inclusion of prominent figures such as billionaire Mahmoud Haidar among those affected.
Kuwaiti law allows revocation on grounds including fraud forgery false statements or holding dual nationality without authorisation according to The National. Nearly 50,000 people had their citizenship revoked in 2025 during a sweeping review of nationality files the publication stated. The Supreme Committee has examined files to ensure compliance with nationality regulations in multiple rounds.
All relevant authorities have been directed to implement the revocation within their jurisdictions as specified in the committee decision. The ruling applies directly to the named individuals without disclosing specific reasons for each case in the published text. Implementation falls under the oversight of the Ministry of Interior.
Similar decisions have appeared regularly in the Official Gazette in preceding months through both committee rulings and amiri decrees. The First Deputy Prime Minister and Minister of Interior has overseen these verification efforts as committee chairman. The reviews form part of a national process to address irregularities identified in citizenship records.
