Users log into the app, proceed to the services menu, select Ministry of Interior and then navigate through Residency Services to reach the Residency Permit Proof Certificate option. After choosing the relevant beneficiary, whether themselves or a family member such as a spouse, son or daughter, the system immediately produces the certificate.
This tool forms part of exceptional measures implemented for residents unable to return because of regional issues, the sources added. Those measures have already included extensions to visit visas along with added grace periods designed to preserve legal status and avoid violations. The certificate provides clear documentation that can be presented as needed from overseas locations.
The Sahel app functions as Kuwait’s unified government e-services platform, according to the official e-government portal. It supplies integrated access to notifications, appointments and transactions across all agencies while reducing requirements for physical office visits. Recent updates have targeted residency and border procedures to better serve users facing mobility constraints.
Public Authority for Civil Information data places Kuwait’s expatriate population at more than 3 million people, comprising the majority of the country’s residents. This demographic reality has driven the expansion of remote-access tools within the Sahel system. The latest addition directly addresses cases where external factors prevent timely returns and could otherwise complicate residency renewals.
Earlier Sahel capabilities have permitted downloading of complete entry and exit history reports along with electronic visa management, security sources noted. The new residency permit proof certificate builds on those functions by focusing specifically on the last permitted entry timestamp. Authorities have positioned the service as a practical solution for maintaining compliance without the need to be physically present.
The Ministry of Interior continues to broaden the application’s features in line with evolving requirements and technological improvements. Eligible users are advised to download the latest version of Sahel to access the full range of residency options now available. This rollout reflects sustained progress in digitizing routine government interactions for both citizens and the large expatriate workforce.
