The Kuwait Municipality has initiated a sweeping inspection campaign through its engineering licensing department in the Hawally governorate to verify compliance among commercial establishments. Eng. Khaled Buarki outlined in an interview broadcast on Al-Akhbar TV that the drive includes all activities necessitating building permits, shop licenses and technical endorsements from the authority. Buarki, who directs the department, indicated that many such operations also fall under the purview of the Ministry of Commerce and Industry, with the key requirement being an existing commercial license that demands these supplementary approvals. The campaign aims to alert proprietors to any deficiencies, detail the necessary steps for rectification and specify the consequences of non-compliance to foster voluntary adherence.

The department has catalogued three main types of infractions encountered in the course of inspections, according to the engineering official. Operating without a valid license attracts fines of KD 4,000 to KD 5,000 accompanied by a mandatory closure directive. Alterations to premises through the addition of unlicensed areas or unauthorized modifications without prior consent result in penalties ranging from KD 1,000 to KD 5,000 in addition to shutdown measures. Introducing or conducting an activity not covered by the current license without securing approval leads to fines between KD 500 and KD 1,000 along with the risk of business interruption.

Municipality teams have paired on-site examinations with a public awareness effort utilizing digital platforms to elucidate the infractions, associated penalties and the imperative for obtaining proper endorsements. This effort is integrated into the wider “License Your Activity… Your Steps Are Correct” program that features media briefings by officials to clarify application processes for licenses. Local reports indicate that the Municipality has recorded a 45 percent decline in advertising and shop-related violations since the program’s intensification. Inspection crews persist in their rounds to confirm that enterprises across multiple sectors meet all regulatory thresholds.

The current measures coincide with the enforcement of a decree-law promulgated on August 2, 2026, to address commercial concealment practices. According to reports by Kuwait Times citing the state news agency Kuna, the statute imposes incarceration periods of one to three years and monetary penalties from KD 10,000 to KD 100,000 for individuals enabling or participating in unlicensed commercial endeavors. Non-Kuwaiti violators convicted under the law face deportation in addition to other sanctions, while businesses risk license revocation and permanent closure. Repeat infractions within five years trigger doubled punishments as stipulated in the legislation.

Recent joint operations have produced notable outcomes, including the elimination of 3,500 illegal encroachments throughout the country and the sealing of 420 unlicensed retail outlets and dining venues in Jleeb Al-Shuyoukh as detailed in an August 9 Times Kuwait dispatch. Authorities impounded numerous abandoned vehicles and issued hundreds of citations for traffic, commercial and food safety breaches during those coordinated actions involving several government entities. The Municipality has stressed the importance of its tripartite strategy encompassing awareness initiatives, media engagement and direct field oversight to bring operators into full regulatory alignment. Similar enforcement in other governorates has targeted counterfeit merchandise and improper food handling practices with immediate closures and product destructions.
