The Ministry of Foreign Affairs strongly condemned and denounced repeated attacks by the Houthi militia on ships in the Red Sea including the latest incident involving the Saudi-owned NCC Masa vessel. In a press release the ministry termed the attacks a blatant breach of international law and a direct threat to the security and freedom of maritime navigation as well as the safety of international trade. The ministry underlined Kuwait’s full solidarity with Saudi Arabia and its support for all measures taken to safeguard Saudi sovereignty and protect its security and interests. It stressed that it is necessary to abide by international law rules that ensure the freedom and safety of navigation in international waterways according to the July 26 statement.
A separate July 14 statement from the ministry expressed condemnation and strong denunciation of ballistic missile attacks launched by the Houthi militia targeting the southern region of Saudi Arabia. The statement described the strikes as a flagrant violation of the kingdom’s sovereignty and territorial integrity in addition to a breach of international law and international humanitarian law. It characterized the actions as an escalation that undermines regional security and stability the ministry said in the release distributed via official channels.
The ministry reaffirmed that the security of Saudi Arabia is an integral part of the security of Kuwait and the Gulf Cooperation Council states. “The security of the Kingdom of Saudi Arabia is an integral part of the security of the State of Kuwait and the Gulf Cooperation Council states” the ministry said. This position was repeated across multiple statements issued throughout July 2026 as reported by the Saudi Press Agency.
Kuwait called on the international community to ensure implementation of relevant Security Council resolutions particularly Resolution 2216 on Yemen and Resolution 2722 on the protection and freedom of navigation rights in the Red Sea. The ministry emphasized that freedom of navigation in international waterways is a right guaranteed under international law and the 1982 United Nations Convention on the Law of the Sea. A related August 9 statement welcomed a UN Security Council members’ declaration condemning the Houthi missile attacks against Saudi Arabia and assaults on commercial vessels according to the Foreign Ministry.
The ministry expressed appreciation for the council’s emphasis on compliance with international law respect for Yemen’s sovereignty independence and territorial integrity as well as its rejection of actions threatening regional security and freedom of maritime navigation. It reiterated support for the legitimate Yemeni government and for the efforts of the UN Secretary-General’s special envoy for Yemen to achieve peace security and stability in the country. The statements followed Houthi claims of firing missiles and drones at Saudi facilities in response to airstrikes on the Yemeni port city of Hodeida as detailed in regional reporting.
The Foreign Ministry has maintained this stance in response to Houthi activities over recent months with each communication stressing the need to halt escalatory actions. A July 21 statement specifically addressed accusations made by a Houthi spokesperson against Saudi Arabia describing them as baseless. The ministry’s releases have consistently urged adherence to UN resolutions to support stability across the region.
