The Kuwait News Agency reported that His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah sent the communication to Ishiba with a focus on the strong historical bonds between the two countries and means to strengthen them further. Foreign Minister Sheikh Jarrah Jaber Al-Ahmad Al-Sabah handed over the message during a meeting with the Japanese leader in Tokyo on Wednesday. The foreign minister’s trip to the Japanese capital forms part of an official visit that follows a similar engagement in South Korea a day earlier where he conveyed another message from the Amir to that country’s president.

Sheikh Jarrah also held talks with Ishiba on current regional matters, the agency added. The discussions aligned with a series of high-level exchanges that have defined Kuwait-Japan relations in recent years. Both sides have consistently placed emphasis on deepening their comprehensive strategic partnership that was formalized in 2025.

A KUNA report from November 2025 outlined key elements of that history, stating that Japan ranked among the first nations to recognize Kuwait’s independence in 1961 and exchange ambassadors with the country. The report noted that Japan backed Kuwait’s liberation and dispatched units of its Self-Defense Forces to the Arabian Gulf, the first such deployment outside Japanese territory. Reciprocal leadership visits over more than six decades have deepened the relationship, including the Crown Prince’s trip to Japan in May 2025.

Arab News Japan reported that during the Crown Prince’s May 2025 visit, Ishiba and Sheikh Sabah Khaled Al-Hamad Al-Sabah oversaw the signing of a memorandum of cooperation on water, electricity and renewable energy. The two governments also concluded an agreement on diplomatic training and welcomed further pacts between organizations covering direct investment and international collaboration. Ishiba recalled mutual support during past crises such as the Gulf War and the 2011 Great East Japan Earthquake while affirming Kuwait’s role in stable crude oil supplies.

Japan’s Ministry of Foreign Affairs documented a June 2026 telephone call between Sheikh Jarrah and then-Foreign Minister Toshimitsu Motegi in which the ministers addressed the situation around Iran and the need to maintain free navigation through the Strait of Hormuz. The officials concurred on continued coordination to promote energy stability and broader peace across the Middle East. These exchanges built on earlier 2026 contacts that similarly prioritized regional security and bilateral economic links.

Kuwait Times reported this week that Japan’s ambassador to Kuwait highlighted forthcoming high-level talks and the broadening of relations beyond traditional energy into fields such as artificial intelligence, cybersecurity and renewables. The ambassador pointed to ongoing discussions on direct flights between the two capitals as one element of enhanced connectivity. Such steps complement preparations for greater people-to-people ties, including support for Kuwaiti athletes at the upcoming Asian Games in Japan.
