Alterations to premises through the addition of unlicensed areas or unauthorized modifications without prior consent result in penalties ranging from KD 1,000 to KD 5,000 in addition to shutdown measures. Introducing or conducting an activity not covered by the current license without securing approval leads to fines between KD 500 and KD 1,000 along with the risk of business interruption.

According to reports by Kuwait Times citing the state news agency Kuna, the statute imposes incarceration periods of one to three years and monetary penalties from KD 10,000 to KD 100,000 for individuals enabling or participating in unlicensed commercial endeavors. Non-Kuwaiti violators convicted under the law face deportation in addition to other sanctions, while businesses risk license revocation and permanent closure. Repeat infractions within five years trigger doubled punishments as stipulated in the legislation.
