The Kuwait News Agency reported that HH the Prime Minister chaired a meeting on August 2, 2026, to track the progress of the Dhaman project with particular attention to primary healthcare centers under development. Discussions also covered enhancements to the health insurance scheme along with detailed beneficiary information. The Prime Minister emphasized the necessity of improved coordination among government entities and the private sector to drive the initiative forward.

According to the Kuwait News Agency, the session was attended by a group of senior officials from across the administration. Health Minister Dr. Ahmad Al-Awadhi updated participants on medical service aspects. Minister of State for Economic and Investment Affairs Abdulaziz Al-Marzouq contributed perspectives on the economic dimensions. Acting Sheikh Khaled Mohammad Al-Khaled Al-Sabah, serving as Secretary-General of the Prime Minister’s Office, joined the deliberations. The group further included Ministry of Health Undersecretary Sheikh Dr. Salman Khalifa Al-Sabah and Kuwait Investment Authority Managing Director Sheikh Saud Salem Al-Sabah.

The Dhaman project operates as a public-private partnership designed to deliver comprehensive healthcare to Kuwait’s expatriate population. A 2024 study published in ClinicoEconomics and Outcomes Research indicated that the government maintains a 24 percent ownership stake in the Health Assurance Hospitals Company. The venture has established hospitals and primary healthcare centers in key governorates to reduce strain on the public health system.

Construction of core Dhaman hospitals in Ahmadi and Jahra had exceeded 70 percent completion by the end of 2022, company statements from that period showed. In the first six months of 2022, the facilities performed 939 surgeries and accommodated 15,040 patients, marking substantial early uptake according to Kuwait Times coverage. These early results underscored the project’s potential to address growing healthcare demands.

Analyses connected to the project have anticipated Kuwait’s population expanding by two million people by 2026. A summary from Hill International highlighted this demographic trend as a key driver for expanding secondary care services through Dhaman. The addition of primary healthcare centers forms a central element in meeting the needs of this increased population.

The health assurance scheme primarily targets expatriates as a means to ease the burden on government healthcare facilities. Dhaman hospitals cover a range of specialties from endocrinology to pediatrics, according to the official company website. This structure supports broader objectives of providing accessible care while maintaining service quality for the population.
