Kuwait’s Minister of Justice Nasser Al-Sumait announced on January 5, 2026, that the ministry has recorded a significant leap in electronic judicial notifications since the April 2025 decree on modern technological methods. The number has climbed to more than 403,000 from 57,000 in the previous comparable period, with the rate of completion reaching 85 percent. This progress is designed to expedite litigation, reduce delays in notifications and increase the overall efficiency of judicial communications, according to the minister’s official statement.

The comprehensive digital transformation nearing completion at the ministry includes a platform for electronic filing, digital notifications and online payment of judicial fees, the ministry said. Arab Times reported that the system is intended to streamline procedures, expedite transactions and enhance the user experience for lawyers and citizens interacting with the courts. The initiative continues the momentum from the “Paperless Justice” project that has seen Kuwaiti lawyers adopt technology to reduce reliance on physical documents in legal work.

A related reform raised the upper limit for cases at district courts to 2,000 dinars through a decree issued in June 2025, according to reports from Arab Times. The change allows district courts to resolve a larger share of simpler financial disputes, thereby easing the caseload on higher judicial bodies. The ministry’s assessment found that the measure forms a key element in the strategy to streamline the judicial system and improve case turnaround times.

These developments come as Kuwait’s courts manage rising numbers of family disputes, which have put additional pressure on the system in recent years, Arab Times reported. The adoption of electronic tools has helped the judiciary keep pace by automating routine tasks and improving coordination among departments, the ministry’s data shows. Minister Al-Sumait pointed to the notification figures as clear evidence of the reforms’ effectiveness in modernizing operations.

Judicial reform in Kuwait has been pursued under the guidance of the highest leadership, with a focus on both technological upgrades and structural adjustments, according to Arab Times. The ministry has implemented an electronic performance appraisal system to complement the digital platform and ensure high standards in court operations. In its statement, the ministry stressed that these steps contribute to faster and more reliable judicial services for the public.
