French President Emmanuel Macron arrived at Kuwait International Airport on Monday where he was welcomed by His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, Kuwait Times reported. The visit represents the first trip to Kuwait by a French president since 2009 and coincides with celebrations of 65 years of formal relations that began with France’s recognition of Kuwaiti independence in 1961. Discussions between the two leaders are expected to cover ways to expand cooperation across political, economic, military and cultural domains while addressing regional and international developments, according to the same Kuwait Times account.
Kuwait has long valued France’s support during the 1990 Iraqi invasion, a foundation that has helped relations expand steadily into education, healthcare and scientific research over the decades. An assessment from the French presidency highlighted how the partnership rests on mutual trust and a shared approach to global challenges. The current visit builds directly on momentum generated during the Amir’s trip to Paris in 2025.
During that July 2025 visit to France, the Amir and President Macron oversaw the signing of a strategic investment partnership covering 2025-2035 together with a declaration on cultural cooperation to commemorate the anniversary year, a joint communiqué published on the Elysee website stated. The investment framework aligns Kuwait Vision 2035 with France 2030 and targets sectors including energy transition, semiconductors, aerospace, artificial intelligence, digital technology and healthcare. Officials from both sides, including foreign and defense ministers plus representatives of the Kuwait Investment Authority, participated in the working sessions that produced these outcomes.
Kuwait Direct Investment Promotion Authority figures show the Amir’s delegation included the KDIPA director general who held additional meetings with French business leaders and health sector executives to advance knowledge transfer and capital attraction. The 2025 talks also reviewed implementation steps for an earlier energy cooperation declaration signed in April of that year. These layered agreements have set the stage for the reciprocal visit now underway in Kuwait.
A Kuwait Times review of bilateral history noted that diplomatic relations were formally established in 1967 after France opened a trade mission in Kuwait following its initial recognition of independence six years earlier. The partnership has since grown to encompass defense collaboration, economic exchanges and cultural programs that benefit both populations. The Amir extended an invitation to Macron during the Paris meetings for this 2026 visit to mark the anniversary milestone in person.
Further talks in Kuwait are anticipated to explore practical steps that turn the signed declarations into tangible projects, building on the constructive atmosphere described in official readouts from the prior summit. The Elysee communiqué placed particular emphasis on increasing mutual investments that support sustainable development goals in both countries. Coordination on regional stability is also expected to feature prominently in the agenda.
