The Public Authority for Civil Aviation has overseen the phased reopening of Terminal 4 to accommodate more Gulf, Arab and international carriers since mid-June 2026. Earlier statements from the authority indicated that the initial phase allowed participating airlines one daily flight each between 4:00 a.m. and 10:00 p.m. as part of efforts to gradually restore capacity and reduce pressure on airport infrastructure. The Public Authority for Civil Aviation circulated a formal letter of protest regarding Iranian attacks on the airport and civil aviation facilities among member states while the session also examined a working paper submitted by Iran, according to authority statements. Kuwait’s delegation led by PACA Chairman Sheikh Eng. Humoud Mubarak Al-Humoud Al-Sabah expressed appreciation for the position taken by ICAO, its council members and the Arab group on safeguarding civil aviation.
Undersecretary of the Ministry of Interior Major General Abdulwahab Al-Wuhaib inspected security procedures at Terminal 4 on June 20.
