Al-Seyassah reported that the acting governor affirmed the state’s continued commitment to removing encroachments on public land in line with legal requirements while ensuring citizen concerns receive attention. Engineer Hamoud Al-Mutairi clarified during the meeting that the campaign does not aim at agricultural activities but rather at specific violations on state property. Kuwait Municipality regulations set clear standards for setbacks and maximum heights allowed for landscaping and related structures, he added.

Measures to address violations involve the removal of unauthorized fences, trees and other non-compliant structures, according to the municipality director. Electronic monitoring systems enable authorities to identify encroachments throughout the governorates without exception. The regulations receive uniform enforcement that applies to all citizens, including those with disabilities.

Along the coastal areas, the municipality continues operations to clear encroachments in locations including Abu Al-Hasaniya and Messila, Al-Mutairi stated. These efforts take place in coordination with the Public Authority for Agriculture Affairs and Fish Resources to eliminate neglected vegetation and with the Environment Public Authority for environmental compliance. Encroachments inside mosque compounds fall under the jurisdiction of the Ministry of Islamic Affairs.

Regulations for telecommunications towers provide companies with a defined grace period to regularize their status and avoid penalties, the director noted. He urged residents to collaborate with inspectors by removing debris and ensuring proper waste disposal at designated sites. The Public Authority for Agriculture Affairs and Fish Resources has disconnected electricity supplies to non-compliant plots in the Al-Wafra area as enforcement of land use terms.

A similar anti-encroachment initiative by Kuwait Municipality in October 2024 resulted in the clearance of 100 illegal sites, Kuwait Local reported at the time. These repeated campaigns reflect ongoing efforts to safeguard public land resources while distinguishing between legitimate agricultural use and regulatory breaches. The distinction supports broader goals of maintaining agricultural productivity in a country where food security remains a strategic priority.

The Public Authority for Agriculture Affairs and Fish Resources under Engineer Nasser Taqi has expressed readiness to advance national plans for sustainable agriculture and food self-sufficiency, according to statements published by KUNA in early 2026. Coordination between the authority, municipalities and environmental bodies ensures that vegetation removal targets only neglected areas rather than productive farms. Electronic tracking and field inspections form the backbone of these multi-agency operations across Kuwait.
