The Kuwait Municipality initiated removal operations Tuesday under its Kuwait Is More Beautiful Without Encroachments campaign after the grace period for voluntary compliance ended on July 6. Municipality teams began work in coordination with representatives from the Ministry of Interior and the Ministry of Public Works according to a comprehensive national field plan. Previous monitoring efforts had documented more than 10,000 violations across the governorates, with a large share of violators acting to clear encroachments during the allotted time. The municipality has stressed it will show no leniency in enforcing the law and recovering state properties.

According to the municipality, the campaign targets five main categories of violations that distort the urban landscape and obstruct public use. These include construction of diwaniyas and temporary structures on state land, concrete installations on sidewalks and shared squares, walls or green netting enclosing public setbacks that block visibility at residential intersections, and haphazard wooden or prefabricated additions built beyond property lines. The operations also address barriers that impede pedestrian walkways, hindering access for emergency services and infrastructure maintenance crews.

The municipality’s announcement on its campaign reiterated that encroachments encompass walls, rooms, facilities and extensions erected outside plot boundaries as well as illegal awnings, canopies, garages, parking areas and exploitation of public spaces such as sidewalks, walkways, squares and home setbacks. Director of Public Relations and official spokesperson Mohammed Al-Sundan had earlier detailed a parallel awareness effort using posters and public messages urging citizens and residents to cooperate by removing violations before enforcement actions began. The Kuwait Municipality’s data from prior inspections informed the design of the current nationwide schedule.

Municipality branch directors, including Hamoud Al-Mutairi in Mubarak Al-Kabeer, have underscored that electronic monitoring continues regardless of whether violation notices appear on properties. Al-Mutairi noted in a related statement that owners remain subject to penalties if breaches are identified through ongoing surveillance. Engineer Youssef Al-Badali of the Jahra branch confirmed the campaign’s focus on preserving the civilised appearance of the country while protecting public facilities and infrastructure.

The current drive builds on earlier municipal initiatives that combined field inspections with awareness campaigns to educate the public about regulations governing public cleanliness, road occupancy, safety and agricultural activities. Kuwait Municipality figures indicate that many property owners responded positively to the initial outreach by rectifying situations within the grace period. Operations will proceed according to the published timetable covering all identified sites in residential and model housing areas.

Municipality officials have framed the effort as essential to upholding the rule of law and safeguarding state assets from unauthorised use. The campaign’s implementation follows a pattern of intensified enforcement seen in recent years across Gulf Cooperation Council states seeking to manage urban growth and maintain public spaces. Kuwait Municipality statements confirm that coordination among regulatory bodies will ensure consistent application of penalties outlined in municipal laws.
