Kuwait’s Second-Hand Market Is Testing Managed Transactions

Buying something second-hand online is rarely a single decision. A buyer has to judge whether the seller is genuine, agree a price, arrange collection, decide whether to transfer money before seeing the item, and determine what recourse is available if something goes wrong. Traditional classified platforms have generally focused on discovery and communication, while payment, inspection, collection and dispute resolution may remain with the parties.

Large platforms have shown that a different model can operate at scale. Vinted, Europe’s biggest consumer-to-consumer resale marketplace, reported 2025 gross merchandise value of €10.8 billion, up 47 percent year on year, group revenue of €1.1 billion and net profit of €62 million. That revenue covers the group’s wider marketplace, payment and shipping activities and is not a transaction take rate. What distinguishes the model is its basis: Vinted does not charge ordinary sellers a standard listing or sales fee. It instead relies on mandatory buyer-protection fees applied to purchases completed through its checkout, optional visibility services and a wider shipping and payments ecosystem.

Usedo, operated by Usedo International Company in Kuwait, has built its application around free listings, integrated payment, delivery and buyer protection. Its app-store listings describe a secure payment gateway, buyer protection with delivery, an in-app wallet sellers can transfer to a bank account, and messaging that keeps both parties inside the app. The company markets it as the only app in Kuwait allowing second-hand buying and selling without meet-ups. It also publishes a separate Usedo Driver application, indicating that collection and delivery are coordinated through dedicated driver-facing software. Its publicly visible Android footprint remains small compared with the international platforms discussed here, with more than 10,000 Google Play downloads as of early August 2026. The Kuwait App Store separately records a 4.3 rating from 629 ratings.

Where casual resale differs from retail

In casual peer-to-peer resale, a seller may be offering a single, non-standardised item from a different collection address each time. There may be no standard SKU, replacement stock, warehouse or established returns process. Retail e-commerce is generally engineered from warehouse to door; casual peer-to-peer resale runs door to door from an origin that can change with every order. Platforms that manage payment, delivery and disputes can charge for services that a basic listings model does not provide.

Conditions in the Kuwaiti market

Central Bank of Kuwait data put payment-gateway purchase transactions inside and outside Kuwait at approximately KD 7.103 billion between January and May 2026, across more than 155.2 million transactions. Transactions recorded inside Kuwait accounted for approximately KD 6.57 billion. As an industry estimate rather than an official Central Bank measurement, the Delivery Company Owners Committee estimated Kuwait’s electronic delivery market at between KD 250 million and KD 300 million in the first quarter of 2026 and reported between 450,000 and 550,000 orders a day.

Kuwait already has extensive digital-payment and last-mile-delivery infrastructure. Whether that infrastructure can be applied economically to low-value and non-standardised used goods is a separate commercial question.

Reporting based on PACI administrative records puts Kuwait’s registered population at 5.31 million at the end of June 2026, including approximately 3.743 million expatriates, with the expatriate population increasing by around 68,780 during the first half of the year. Kuwait’s large and mobile expatriate population may create favourable conditions for resale, as household formation and relocation can generate both demand for lower-cost goods and supply from residents preparing to leave. No public data currently quantifies that effect.

4Sale says its platform attracts 1.5 million new users and carries around 800,000 listings. In February 2025, 4Sale introduced “Worry-Free” packages in its automotive category, offering services including professional photography, managed enquiries and related support around vehicle listings.

The case against

The managed model is neither free nor universally preferred. The 2025 OfferUp Recommerce Report, drawing on a survey of 1,500 US adults, found that 51 percent of surveyed US buyers and sellers meet in person for some transactions, that 27 percent complete every deal face to face, and that 59 percent enjoy those exchanges, rising to 75 percent among Gen Z. The reasons given include avoiding scams, verifying the item and skipping the effort of packing and shipping. Removing the meeting removes something a substantial share of surveyed users treat as a safeguard, and the gateway, the courier and the guarantee all have to be funded.

The same report cites GlobalData estimates putting the US recommerce market at $306.5 billion by 2030, close to 8 percent of total retail spending, with clothing at around a quarter of it. No equivalent published figure exists for Kuwait, and available payment data does not separately identify peer-to-peer resale. International markets suggest that managed payment, protection and delivery can become a substantial part of resale without eliminating direct, face-to-face transactions.

Usedo has built a different completion model from Kuwait’s traditional classified platforms by keeping payment, communication and delivery within the transaction. Its public app-store footprint shows that the model exists, but not yet that it is replacing direct resale at market scale. The commercial question is whether enough buyers and sellers value protection and convenience to accept the additional cost of a managed transaction.
