Kuwait Advances Northern City Project to Address Housing Shortage for Citizens and Residents

The Public Authority for Housing Welfare is moving forward with preparations for a modern residential development in northern Kuwait, according to directives originally issued by the cabinet in November 2023. The project forms part of broader efforts to tackle a persistent housing shortage that has left more than 90,000 Kuwaiti families on waiting lists, a Central Statistical Bureau assessment found. Plans call for integrated neighborhoods featuring residential units, commercial zones, schools and recreational spaces that officials expect will reduce congestion in the capital and surrounding areas.

A 2025 Reuters report placed the combined footprint of three planned cities, including the northern project, at more than 300 hectares with contracts structured as 30-year public-private partnerships covering design, construction and maintenance. The government announcement in the Official Gazette specified that residential units will be sold to Kuwaiti citizens while non-residential assets revert to state ownership after the contract period. Public Authority for Housing Welfare figures show the northern site will accommodate tens of thousands of residents once completed, aligning with national targets to deliver approximately 170,000 new housing units across the three locations over the coming decade.

Development of the northern zone traces back to initial concepts from the mid-1980s that were later incorporated into the Northern Economic Zone framework, a Times Kuwait review of project history stated. The zone, encompassing nearly 1,700 square kilometres when fully realised, includes Silk City and associated ports and islands intended to support Vision 2035 goals for economic diversification. Kuwait Municipality updated the master plan in 2004 to expand the original residential concept into a larger urban centre with industrial, educational and tourism components.

The redesigned layout emphasises quality-of-life improvements such as better road networks, green spaces and community facilities that the Public Authority for Housing Welfare said will benefit both Kuwaiti nationals and the expatriate workforce that constitutes more than two-thirds of the population. Public Authority for Civil Information statistics place the expatriate total at roughly 3.3 million, creating sustained demand for accessible housing and services outside traditional urban cores. Officials noted that the northern location, approximately 60 kilometres from Kuwait City, will help distribute population growth while supporting regional connectivity projects.

Bidding processes for the initial design contracts were opened in September 2025 under the 2023 real estate development law that first permitted private and foreign investment in state-led housing initiatives, government records show. The Ministry of Public Works has been tasked with coordinating infrastructure elements including utilities and transportation links, according to cabinet instructions. Project timelines call for completion of core phases within four years of contract award, followed by phased handover and operation.

Similar developments in the western and southern regions are proceeding in parallel, with the Public Authority for Housing Welfare indicating that final unit counts may adjust based on detailed engineering studies. The combined projects represent the largest expansion of residential capacity in Kuwait in recent decades and form a central pillar of national planning to accommodate population growth projected by United Nations estimates to reach 5 million by 2050. Authority spokesmen have emphasised that all phases will adhere to updated safety and environmental standards introduced after recent regulatory reviews.
