Rubio’s stop in Kuwait forms part of a regional tour from June 23 to 25 that includes the United Arab Emirates and Bahrain where he is set to engage the Gulf Cooperation Council on shared priorities. Al Jazeera reported that the visit seeks to address the US-Iran memorandum of understanding and the future status of the Strait of Hormuz. This trip follows an earlier meeting between Rubio and the Kuwaiti foreign minister in Washington that came after an Iranian strike on Kuwait International Airport.

US State Department records describe the bilateral relationship as rooted in the 1991 liberation of Kuwait from Iraqi occupation after which Kuwait has hosted US forces and served as a vital platform for operations against ISIS. A Congressional Research Service assessment placed the number of US troops based in Kuwait at approximately 13,500 primarily at Camp Arifjan and Ali Al-Salem Air Base with Kuwait contributing to associated costs. The two countries maintain a Defense Cooperation Agreement that underpins joint exercises training and prepositioning of equipment.

Bilateral trade data from the Congressional Research Service show US exports to Kuwait reached $2.41 billion in 2024 while imports totaled $1.64 billion reflecting Kuwait’s position as one of the largest markets in the Middle East for American goods and services. The nations signed a Trade and Investment Framework Agreement in 2004 to tackle mutual economic concerns and reforms. Kuwait has additionally partnered with the United States in counterterrorism efforts including blocking the financing of terrorist groups the US Embassy in Kuwait has stated.

The meeting aligns with ongoing coordination on regional security issues that has defined ties since Kuwait provided the main base for US and coalition operations in Iraq from 2003. Officials reviewed progress in these areas without announcing specific new agreements. Kuwait also supports broader GCC diplomatic initiatives to build greater cooperation across the Gulf.
