The Court Rulings Enforcement General Department at the Ministry of Justice placed enforcement seizure reports for debtors’ assets held by third parties at the top of its June activities with a total of 83,380. Those were followed by 39,377 seizure release reports and 5,826 statutory case reports according to the department’s Statistics and Research Department. The ministry’s data also listed 4,983 requests to lift seizures and 4,481 requests to lift enforcement seizures on vehicles during the month.

The aggregate of all procedures performed that month across the ruling enforcement departments in all governorates came to 400,519.

The ministry’s breakdown indicated that the Enforcement Department in the Capital Governorate recorded the highest volume with 120,778 procedures. Ahmadi Governorate followed at 75,634, Hawally at 67,452, Farwaniya at 56,736, Jahra at 48,744 and Mubarak Al-Kabeer at 29,860. Procedures completed at border crossings, Sulaibiya and the Kuwait Lawyers Association added another 1,315 to the nationwide total.

These figures were released as Kuwait continued to update its legal framework for judgment enforcement. Decree-Law No. 68 of 2026 published in the official gazette on July 5 broadened judicial authority to issue faster decisions on travel ban requests mainly tied to debtor cases according to legal firm reviews of the legislation. The measure sought to shorten waiting times that had previously depended on a limited group of judges.

The Court Rulings Enforcement General Department operates as the primary body responsible for executing court rulings on financial obligations and related matters throughout the country. Its monthly compilations cover a range of actions from asset seizures to compliance reports and are compiled centrally by the Statistics and Research Department. Governorate-level tallies help track the distribution of enforcement workloads across Kuwait.

Earlier legislative adjustments including provisions introduced in 2025 had already expanded options for detention of debtors found able but unwilling to settle obligations under certain conditions. The Ministry of Justice has applied these tools within the Civil and Commercial Procedure Law to support creditor rights while observing established safeguards. The June statistics reflect the scale of such enforcement efforts prior to the latest amendments taking full effect.
