The Kuwait Municipality is transitioning from local codes to international classifications for economic and commercial activities in response to directives from the Council of Ministers and the Ministry of Commerce and Industry. This shift adopts the International Standard Industrial Classification Revision 4 developed by the United Nations Statistics Division to standardize descriptions of productive activities worldwide. Officials have tied the change to broader goals of enhancing trade stability while supporting sustainable business practices across the country.
A Municipality awareness campaign titled “License Your Business… Your Steps Are Right” that began at the start of August seeks to educate owners and investors on selecting activities aligned with their operations. Abdulaziz Al-Rashidi, head of the engineering licensing department at the Capital Governorate branch, said the initiative helps ensure compliance with rules and assists in correcting violations. The Municipality has pledged to supply information and address inquiries from business owners as a means of safeguarding investments.
Al-Rashidi stressed the value of pre-launch consultations because some activities cannot be licensed in particular locations or on certain building floors. Entrepreneurs should confirm in advance that their proposed venture fits the site and meets all applicable regulations to sidestep avoidable financial losses. The authority maintains an online platform detailing permitted activities along with associated requirements and procedures for convenient reference.
Municipality branches throughout the governorates deploy specialized personnel to deliver guidance and support during the licensing phase. Al-Rashidi encouraged owners to submit relevant documents early and obtain clarifications before proceeding with applications. This structured approach forms a core element of the campaign to foster long-term viability for commercial enterprises.
Eng. Abeer Al-Aradi, who heads the engineering licensing department at the Farwaniya Governorate branch, identified three primary violations targeted by the campaign. These include operating a business without a valid license, expanding premises or making modifications without prior approval, and introducing unlicensed activities. Inspections connected to the drive aim to verify that establishments adhere to zoning characteristics in commercial, investment, service, industrial and craft areas.
The United Nations Statistics Division first released ISIC Revision 4 in 2008, and Kuwait’s adoption aligns the country with a framework used to classify entities by their core economic functions globally. Municipality officials have noted that proper activity selection according to these standards prevents mismatches that could lead to enforcement actions. The campaign continues to provide resources through official channels to help new and existing businesses navigate the updated requirements effectively.
