The Public Authority for Manpower introduced a new electronic service on July 23, 2026, permitting companies to add or cancel authorized representatives known as mandoups directly on their labour files via the As’hal Companies Portal. This move simplifies administrative processes and decreases reliance on physical office visits for routine labour matters, according to the authority. Authorized company signatories can now perform these actions through the online business services platform maintained by PAM. The development reflects continued efforts to modernize public services in Kuwait.
The service for adding a representative starts with the authorized signatory logging into the As’hal Companies system, according to PAM’s service guide. From the File Services menu the user selects the option to register a representative on a file, prompting the system to display all workers associated with the company’s file. Selection of the desired worker brings up their information for confirmation before the request is submitted and automatically approved electronically. The registration takes effect immediately and remains valid until the expiration of the worker’s work permit, PAM explained.
Following approval the registered representative must access the My Identity application, known as the digital wallet. Within the app the user navigates to Authority Documents and then selects Work ID to view the relevant authorization documents. This step ensures that the representative can confirm their new status promptly and begin exercising the associated powers. The authority has highlighted this feature as a key component in streamlining verification procedures for businesses.
Cancellation of a registered representative follows a comparable digital workflow on the As’hal Portal for Companies, PAM stated. Users open the File Services section from the homepage and choose the option to cancel a representative registered on the file. After selecting the Civil ID number of the individual in question and saving the request the system generates a transaction number along with the application status for ongoing tracking. The authority noted that this process allows companies to manage authorizations efficiently without unnecessary delays.
The Public Authority for Manpower has positioned these new capabilities as an expansion of the As’hal platform, which already supports multiple labour-related electronic transactions for companies. Official documentation from the authority lists services such as updating contact details for authorized signatories and inquiring about employee matters among its offerings. By integrating add and cancel functions for representatives the portal further reduces administrative overhead for the private sector. Companies are encouraged to adopt these digital tools to benefit from faster service delivery and improved operational efficiency.
This initiative builds on earlier digital services rolled out by PAM, such as the digital notification of leaving work that became available in September 2025. The As’hal system forms a core element of the authority’s strategy to provide an integrated electronic environment for business owners.
