The Public Authority for Manpower integrated the new “Report” service into Kuwait’s unified Sahel government application to streamline the submission of labour violation complaints. Mohammed Al-Muzaini, director of public relations and media at the authority, said the feature allows citizens and residents to participate directly in monitoring the labour market and supporting official efforts against negative practices. Nadia Al-Hamad noted that the initiative was timed to coincide with the World Day Against Trafficking in Persons on July 30 and confirmed that all whistleblower information is kept strictly confidential and is not disclosed to anyone.

PAM director general Rabab Al-Osaimi stated that the authority conducted 92,462 inspection visits across private-sector establishments this year and detected 20,219 violations. The digital service supplements these efforts by enabling reports on unlicensed domestic worker recruitment offices, employment of workers without permits, regulatory breaches by companies and violations of the midday work ban during summer months. According to PAM officials, each submission is routed directly to specialised teams for verification and follow-up action.

Users begin the process by logging into the Sahel Individuals portal with their civil identification number before selecting the dedicated Report service. Zainab Makki, an official with the authority, explained that reporters must then choose the relevant violation category, attach photographic evidence where available and submit the form for immediate processing. The authority’s specialists review all incoming reports under the oversight of senior management to ensure consistent enforcement of labour regulations.

Labour Market Information System data places Kuwait’s total workforce at approximately 2.418 million people excluding domestic helpers as of June 30, 2026, with expatriates accounting for 96.4 percent of private-sector employees. PAM records indicate the authority received more than 21,500 official grievances from migrant workers in 2022, many concerning passport confiscation, unpaid wages and restrictions on job transfers. The new platform aims to lower barriers to reporting and accelerate responses within a labour market that includes nearly 2.8 million expatriate workers according to the latest official tallies.

The service extends PAM’s ongoing digitisation drive that has already introduced online grievance filing and electronic work permit issuance through the Sahel application. Al-Muzaini emphasised that expanded public reporting will reinforce regulatory compliance and safeguard worker rights across key economic sectors. Authority figures show domestic workers alone number more than 883,000, all of them expatriates, adding urgency to tools that address exploitation risks.
