According to the Ministry of Interior, exceptional procedures that had allowed automatic extensions of all visa types for individuals currently in Kuwait will conclude on September 1, 2026. The ministry stated that standard legal time limits, procedures and regulations governing entry visas will apply once again from that date without further exception. This shift ends a period of temporary accommodations extended earlier in the year. The announcement seeks to restore normal operations across residency affairs after months of adjusted rules.
The ministry added that legal periods for absence permits will also be reinstated for expatriates who are abroad. Those who left the country on or before August 31, 2026, will however continue to benefit from the additional exceptional period in accordance with relevant regulations. The ministry clarified the distinction to avoid confusion during the transition. Officials noted that the change applies uniformly to all affected categories.
In the announcement the ministry further specified that the residence permit certificate issued via the Sahel application represents the official reference for determining absence permit expiry dates. Expatriates should consult the period listed in their individual certificate and ensure they return before it lapses. This approach leverages existing digital tools to support compliance. The ministry urged residents to review their documents promptly ahead of the deadline.
Earlier announcements from the ministry had granted a one-month automatic extension for visit visas expiring on or after February 28, 2026, along with an additional three-month absence permit for residents outside the country. Those measures, introduced amid regional circumstances that disrupted travel and consular services, were applied without requiring in-person visits or fees in many cases. The current decision to terminate the exceptions reflects a return to established frameworks. Public Authority for Civil Information figures place Kuwait’s expatriate population at roughly 3.3 million, more than two-thirds of total residents.
The scale of the expatriate workforce, concentrated in construction, services, healthcare and domestic sectors, makes clear implementation of the reinstated rules essential for both employers and authorities. The ministry has not yet detailed specific penalties for overstays after September 1 but reiterated that all standard regulations will resume. This policy adjustment follows a pattern of digital reforms that have expanded use of the Sahel platform for residency transactions. Many procedures that once required counter visits can now be completed through the application.
In recent years the Ministry of Interior has pursued administrative streamlining across residency, civil identification and traffic services to reduce processing times. The latest announcement builds on that foundation by directing users to app-generated certificates rather than physical stamps alone. Expatriates seeking additional guidance have been encouraged to monitor official ministry communications for any supplementary instructions. The directive was issued as part of ongoing efforts to balance facilitation with regulatory compliance.
