Kuwait Municipality has formed field teams in every governorate to monitor housing arrangements for single men in private and model residential areas, according to a municipal statement. Engineer Nizar Al-Awad, head of the committee overseeing bachelor housing, said the new teams will supplement the standing Bachelors Committee and work in tandem with the Ministry of Interior, the Ministry of Electricity, Water and Renewable Energy, the Public Authority for Manpower and the Public Authority for the Environment. The coordinated effort seeks to address violations that municipal officials have linked to disruptions in neighborhood comfort and social character.
Committee rapporteur Engineer Mohammed Al-Jalawi stated that the teams will produce regular reports cataloguing the number of violating properties and the status of enforcement measures taken against them. Property owners face a sequence of penalties that begins with warnings, advances to fines and can culminate in electricity disconnection arranged through the electricity ministry. Kuwait Municipality has consistently identified Law No. 125 of 1992 as the statute that bars non-family occupancy in these designated zones.
The latest deployment builds on a June 2026 municipal meeting that established joint working teams to strengthen enforcement and respond more rapidly to complaints, a Kuwait Municipality announcement confirmed at the time. Engineer Al-Awad chaired that session and emphasised the need to protect infrastructure from overuse stemming from overcrowded bachelor accommodations. Municipal data indicate that such violations have repeatedly strained electricity, drainage and sewage systems in family neighbourhoods.
Kuwait Municipality figures from a 2019 campaign recorded 47 citations for illegal bachelor housing in private residential districts together with 320 evictions, according to authority tallies reported at the time. In June 2025 Farwaniya municipal teams cut power to 16 properties found in breach of the same regulations, municipal enforcement logs show. These earlier actions illustrate the pattern of graduated penalties the current field teams are expected to apply more systematically.
Public Authority for Civil Information figures place Kuwait’s expatriate population at approximately 3.3 million, the majority of whom are male workers whose housing needs have long clashed with zoning rules that reserve private areas for families. The municipality’s sustained focus on the issue reflects repeated observations that unlicensed bachelor units tend to proliferate after enforcement drives in districts such as Jleeb Al-Shuyoukh. Officials have noted that displacement from one area often leads to new violations in adjacent private neighbourhoods unless inspections remain continuous.
The Bachelors Monitoring Committee has instructed all field teams to increase the frequency of inspection tours with the explicit goal of eliminating the phenomenon rather than merely relocating it, according to municipal directives. Coordination with the Public Authority for Manpower allows cross-checking of worker residency records during raids. Such inter-agency data sharing has become a standard feature of enforcement rounds conducted since the original passage of the 1992 statute.
