The Public Authority for Civil Information published its latest decision in the official gazette Kuwait Al-Youm cancelling the residential addresses linked to 932 individuals. Authorities took the step after receiving declarations from property owners stating that the listed residents had moved or in cases where the associated buildings had been demolished. The announcement directs all those named to register valid new addresses to prevent any lapse in their civil records.

According to the authority, affected persons may complete the update by presenting required documents at a PACI service centre or through the Sahel government application where eligible. Documentation typically includes rental contracts, receipts and owner acknowledgments confirming the new details. This step restores full functionality for receiving official notices and accessing services tied to accurate civil identification.

PACI has warned that failure to act within the stipulated 30 days will result in penalties under Article 33 of Law No. 32 of 1982. The provision sets a maximum fine of 100 Kuwaiti dinars that multiplies with the number of individuals on each record. The authority underlined that such measures help maintain the integrity of national databases used for everything from voting rolls to emergency response coordination.

Public Authority for Civil Information figures place Kuwait’s expatriate population at roughly 3.3 million, comprising more than two-thirds of all residents. Accurate address data for this group supports efficient delivery of health, education and administrative services across the country. Periodic reviews and cancellations form a routine part of efforts to align records with actual living situations.

The latest cancellations follow a pattern of similar actions taken by PACI throughout the year, each prompted by owner notifications or structural changes to properties. In an assessment published earlier this year, the authority noted that outdated entries can delay critical communications and complicate legal transactions for both residents and government bodies. Officials continue to promote regular self-verification whenever individuals change homes.

PACI has expanded digital options in recent months by adding an online address-removal service directly on the Sahel platform for property owners. This allows faster submission of declarations with attached evidence and real-time tracking of request status. The development aligns with wider government initiatives to reduce in-person visits while strengthening compliance with civil registration rules.
