India Mandates Air Suvidha 2.0 Health Form for All International Arrivals
The Ministry of Civil Aviation on June 25, 2026, launched Air Suvidha 2.0 requiring all international passengers arriving in India, including those from Kuwait, to complete a self-declaration form up to 24 hours before arrival. The digital portal collects 21-day travel history, exposure details and symptom information that is shared in real time with airport health officials, the Bureau of Immigration, the Integrated Disease Surveillance Programme and state authorities. Passengers must download the form and present it at the International Travel Health Desk or immigration counters to support contactless processing.
The Ministry of Civil Aviation and Delhi International Airport Limited introduced the upgraded platform to strengthen public health surveillance following the World Health Organization’s declaration of an Ebola (Bundibugyo) outbreak as a Public Health Emergency of International Concern. According to a government announcement carried by the Press Information Bureau, the form can be accessed at airsuvidha.civilaviation.gov.in and should preferably be filled during web check-in. Officials indicated the system eliminates physical paperwork while maintaining rigorous health checks at entry points nationwide.
A Ministry of Civil Aviation assessment found that the real-time data linkage allows authorities to flag potential risks without impeding the flow of travelers who report no concerns. The requirement applies uniformly to flights from all origins, including daily services from Kuwait International Airport operated by carriers such as Kuwait Airways and IndiGo. Previous iterations of the Air Suvidha system, deployed during earlier health crises, achieved compliance rates exceeding 95 percent among inbound passengers according to civil aviation data.
The self-declaration specifically queries visits to Ebola-affected areas in Africa within the past 21 days, any known exposures and symptoms including fever, body aches or unusual bleeding. Passengers traveling from Kuwait, where large Indian expatriate communities reside, will encounter the updated step as part of standard pre-departure procedures at check-in counters. The Ministry of Civil Aviation stated that the portal integrates with existing immigration systems to expedite clearance for the majority of arrivals.
Delhi International Airport Limited, which partnered on the development, reported that the contactless design builds on lessons from prior global health events to balance safety and efficiency at major gateways including Delhi, Mumbai and Chennai. Similar screening protocols have been coordinated with health authorities across India’s international airports. The initiative forms part of broader efforts by the Directorate General of Health Services under the Ministry of Health and Family Welfare to monitor infectious disease risks.
Kuwait’s role as a key departure point for thousands of weekly travelers to India means the new rule will affect a substantial portion of bilateral air traffic, which saw steady recovery in passenger numbers following earlier pandemic-related restrictions according to regional aviation statistics. The form remains mandatory for both Indian nationals and foreign visitors regardless of vaccination status or prior travel purpose. Authorities have urged passengers to complete the declaration accurately to avoid potential delays during arrival formalities.
